Variety reports that Bloom, Cassel and Kurylenko will all star in the science-fiction flick.
Under the direction of Andrew Niccol (Lord of War), the film will take place in a border town in the near future. A man (Bloom) wants to cross the mysterious border, and Cassel will play a border guard.
The film has a budget of $24 million and will be shot on location in Australia, France and Germany. The cast will begin working in Australia in July.
Bloom is currently filming Sympathy for Delicious with Laura Linney and Mark Ruffalo. His next film, New York, I Love You, opens in April.
