Arbus, considered to have been one of the best American photographers of the 20th century, was known for her deranged and bizarre images. She committed suicide in 1971.
The independent film will be directed by Steven Shainberg, who is an avid photography collector.
Robert Downey Jr. will also play an important role in the film, which is scheduled to begin shooting in New York in May.
