According to The Hollywood Reporter, Keitel, 67, may be joining the crime thriller, which will be directed by Franc Reyes.
The Holy Smoke star will play a police officer, who survives and accident which changes his life.
The story will also follow a female detective with the NYPD. Years earlier, the detective’s father was killed by a group called "the Ministers". The woman is desperate to avenge the murder of her father, but during her private investigation, she unknowingly becomes romantically involved with one of the group’s members.
Filming for The Ministers will take place in New York. Actors Florencia Lozano and John Leguizamo will also star in the film.
