MPs question Rogers again about how the Shaw merger will impact local news

Members of Parliament (MPs) questioned Rogers executives once again about the impact the Rogers-Shaw merger would have on local news at the Standing Committee on Canadian Heritage on March 2nd.

It’s a topic local news representatives were vocal about during the only public hearing into the matter.

Previously, the Canadian Radio-television and Telecommunications Commission (CRTC) held a week-long hearing in November. There, representatives from Unifor asked the CRTC to consider the impact the merger would have on employment and local news.

This largely stems from Rogers’ plan to redirect funding Shaw provided to Global News towards City TV stations, which it owns. Shaw pays Global about $13 million a year.

At the March committee meeting, MP Kevin Waugh said Rogers claims to put “a lot of money” towards local news but is “cherry-picking” the markets in larger cities and not in smaller communities.

Colette Watson, president of Rogers Sports & Media, said Global News has regulatory obligations to provide content in many markets, and that won’t change post-transaction. Global has a news budget of $121 million a year, $100 million more than the budget for City TV.

In her opening remarks, Watson said the only thing that the merger will change is where Global gets funding for news.

“The long-term viability of local news is indeed in question. But this transaction is not responsible for that reality,” she said.

Rogers will add an Indigenous component and 23 more reporters, along with two reporters to the parliamentary bureau from Western Canada, Watson said.

MP Lisa Hepfner, a former journalist, questioned how Rogers could be so sure the merger won’t impact local news, saying it’s a claim often made before mergers. “We’re reassured before the transaction that local news won’t be affected. Then a couple of months later, a whole bunch of stations get shut down and journalists get laid off,” she said.

When Global’s parent company Corus becomes independent, it will have to look to fill the $13 million gap from the Independent Local News Fund (ILNF). Global partaking in the fund will impact smaller stations, Hepfner said, as their share of funds will decrease. “So smaller markets, again, are going to be affected because the big players are taking the money meant for local journalism.”

Watson said there is no way of knowing how Global used the $13 million to create incremental news because there were no parameters put around how the money was spent. “What we’re saying is we’ll take the $13 million and prove to you how we’ll spend it.”

Pamela Dinsmore, vice-president, regulatory cable at Rogers, said the company does acknowledge Global will be eligible for the fund once the merger goes through, but the issue at hand is more significant than the Rogers-Shaw merger. Dinsmore said the CRTC should review if the structure of the fund should change.

The CRTC, the Competition Bureau, and the Ministry of Innovation, Science and Economic Development are required to approve the transaction.

Bell to work with Vector Institute on artificial intelligence research

Telecommunications giant Bell is entering a partnership with Vector Institute to advance research and applications relating to artificial intelligence.

The institute is dedicated to studying AI and works with various companies and organizations to drive research and development.

Bell notes this partnership will help the company continue innovating in the telecom sector and be a part of emerging AI technologies in Canada and across Bell.

“Bell is thrilled to collaborate with Vector and the work they’re doing in developing new research and expertise in artificial intelligence in Canada,” John Watson, group president of customer experience, said in a statement. 

“Fostering the development of new technologies within our borders helps Canadian industry, and in turn, benefits Canadians. We are proud to help accelerate innovation in this field so that we can harness AI for applications at Bell.”

The company says it’s currently using AI in all lines of business and will continue to do so to identify areas to improve its operations and customer experience.

Samsung, Telus announce deployment of new mission critical network tech

Samsung and Telus announced the successful deployment of “Canada’s first next-generation Mission Critical Push-to-X (MCPTX) services.”

According to a press release from Samsung, the MCPTX deployment on Telus’ network will help equip Canada’s first responders with ” the information and data they need to more accurately assess emergency situations.” It should also help improve responsiveness and operational efficiency.

Samsung shared several examples of how MCPTX will enhance communication in public safety scenarios. For first responders, Samsung says MCPTX tech will help share knowledge and expertise from first responders in different locations or across different agencies. That can include things like communicating in real-time to quickly resolve a public emergency or quickly sharing information like video or maps to first responders.

Another example relates to cellular usage — MCPTX enables priority access for first responders, helpful during catastrophic events where cell usage tends to spike significantly.

Samsung also shared the idea of a connected ambulance that could allow paramedics to share critical information and connect with emergency room doctors to start treatment remotely.

Finally, Samsung suggested that MCPTX could interface with traffic control by disseminating emergency vehicle route maps to intersections, allowing for “green lights” all along the route.

Telus says its MCPTX service will be available with priority access to commercial users on Telus’ network. Moreover, the carrier is actively trialling the service with select customers and will offer wider commercial availability later in 2022.

Samsung reportedly looking into service that’s throttling apps on its phones

Samsung is investigating an issue with its ‘Game Optimizing Service’ that could be responsible for limiting the performance of as many as 10,000 apps. Thankfully, the problem may not be widespread.

Android Authority detailed reports from Twitter user ‘GaryeonHan‘ and other people from South Korea who created a list of 10,000 apps that are apparently subjected to “performance limits” from the Game Optimizing Service (GOS). The list isn’t limited to games — it includes tons of prominent apps, like Instagram, Microsoft’s Office apps, Netflix, Google Keep, TikTok, and more. GOS even restricts some of Samsung’s apps, including Samsung Cloud, Pay, Pass, and the dialer app.

Moreover, GOS doesn’t include benchmark apps. Interestingly, Android Authority highlighted a video from Korean YouTuber who tweaked the 3DMark benchmark app to appear as the game Genshin Impact — which does appear on the list. The tweaked 3DMark had its performance limited, resulting in a lower score and reduced framerate.

This all looks pretty bad, but there are a few things to know before you start worrying about your fancy new S22 Ultra not performing as well as it should. First, Samsung is looking into this, at least according to information circulating on Korean blog platform Naver. Hopefully, this will lead to a resolution for those dealing with performance issues.

The other thing to keep in mind is the problem may not impact certain phone models. Android Authority reports that the GOS app isn’t installed on its Galaxy S22 series devices. The app appears on the Galaxy Store, but can’t be installed. The same applies to the S20 FE and S10e. The same seems to be true in Canada — we couldn’t find GOS on the Galaxy Store at all on an S22 Ultra.

Regardless, it’s frustrating when manufacturers limit performance on devices. Several Android manufacturers have gotten a bad rap for restricting background apps to conserve battery life. Samsung is already among the worst offenders for that (at least according to dontkillmyapp.com) and this GOS debacle won’t help that.

Apple increased its 2021 sales by 20 percent despite supply chain issues: analysis

Supply chain issues impacted every market worldwide, and the smartphone market was no different.

A new analysis from Gartner says the market felt the pinch in sales during the second half of 2021; global sales declined by 1.7 percent.

Despite this, Apple maintained its position as selling the most units in the fourth quarter of 2021 among the top five smartphone vendors in the world.

Apple sold nearly 83 million phones, representing almost 22 percent of the market. The company saw a 3.8 percent increase in sales compared to Q4 2020. The analysis notes 5G upgrades drove the sales.

Samsung represented the second-highest sales in the quarter, with nearly 69 million units sold. The company increased its smartphone sales by 11 percent year-over-year.

When looking at the results for the entire year, Apple ranks second, selling over 239 million smartphones, increasing its yearly sales by almost 20 percent. Samsung ranks first with more than 272 million sales. Annual sales increased by 7.6 percent. These figures helped global smartphone sales increase by six percent.

Xiaomi, Oppo, and Vivo round out the top five smartphone manufacturers. Looking at fourth-quarter results, Xiaomi maintained its position in third place. But Oppo and Vivo experienced significant declines.

While all three companies expanded their networks in the Middle East, Africa, Latin America and Europe, Apple’s strong sales in China during the quarter overshadowed the demand for phones from the three Chinese manufacturers.

CIRA looking to fund internet projects with $1 million in grants

The Canadian Internet Registration Authority (CIRA) has opened its latest round of funding for internet projects.

The not-for-profit, which manages the .ca domain, is offering $1 million in grants to not-for-profits, Indigenous communities, charities, and researchers.

Projects should either align with infrastructure, cyber security, digital literacy projects, or community leadership to be eligible for funding. Grants are available up to $100,000. One grant valued at $250,000 is also available.

The company is encouraging applicants from Nothern Canada, the Prairies, the Maritimes, and Quebec to apply so funding can reach underserved communities in those areas.

CIRA will prioritize projects aimed at students, rural, Northern, and Indigenous communities.

Applications are due by April 13th at 2pm ET/11am PT.

Disney’s Turning Red Panda Mei is touring Canada

Walt Disney Studios Canada has announced a new Canadian tour for the company’s upcoming movie Turning Red. A life-size replica of Panda Mei is touring Canada.

If you’re in Canada here are some of the cities that will have the large Panda Mei. It’s currently unclear exactly where in these large cities the panda will be. MobileSyrup has reached out to Disney Canada for more details.

Turning Red is based in Toronto’s Chinatown and is coming to Disney+ on March 11th.

The film stars Canadian stars like Sandra Oh and Maitreyi Ramakrishnan.

Destiny 2 will probably never natively run on Valve’s Steam Deck

Destiny 2 players hoping that Bungie’s shooter would eventually be updated with Steam Deck compatibility are about to be disappointed.

It looks like the now Sony-owned company has no plans to ever bring native compatibility with Valve’s recently released handheld. According to the game’s ‘help page,’ as first reported by The Verge (via Wario64), Destiny 2 doesn’t support the Steam Deck and players could even be outright banned.

The full statement from the help page reads as follows:

“Destiny 2 is not supported for play on the Steam Deck or on any system utilizing Steam Play’s Proton unless Windows is installed and running. Players who attempt to launch Destiny 2 on the Steam Deck through SteamOS or Proton will be unable to enter the game and will be returned to their game library after a short time.

Players who attempt to bypass Destiny 2 incompatibility will be met with a game ban.”

It’s unclear why Bungie has taken this stance given the developer already ported Destiny 2 to Linux to get the game running on Google’s Stadia streaming service. The Steam Deck’s Proton operating system is based on Linux.

There’s a possibility that the handheld could run Destiny 2 once Windows is available for the portable, which Valve says it’s currently working on. That said, this will likely entail a complicated, multi-step process.

In a series of recent tweets, Epic Games’ CEO Tim Sweeney says that his company has no plans to bring Fortnite to the Steam Deck either despite the Linux porting process likely being a relatively straightforward process. Sweeney says Epic has concerns regarding Fortnite’s anti-cheating software running on the Steam Deck.

On the more positive side, Elden Ring plays great on the Steam Deck and features an anti-cheat system. That said, the trend of major titles not being updated with Steam Deck compatibility doesn’t bode well for thehandheld’s future.
