According to the Hollywood Reporter, Hartnett, 28, has agreed to star with Naomie Harris in the feature film.
The story follows two brothers who try to keep their new financial company afloat one month before the September 11, 2001 attacks on the United States.
Filming is expected to begin in April in New York.
