The project is an adaptation of the David Ignatius novel, and filming is scheduled to begin this fall.
Crowe will play Ed Hoffman, a manipulative CIA boss who teams with Roger Ferris (DiCaprio) to capture a dangerous Al Qaida leader who plans to attack America.
DiCaprio was originally hired to play the role of the CIA agent in April, but Crowe will now have that role.
