Large telecom companies want the CRTC to find another way to pay for next-generation 9-1-1

Telecom companies associated with the roll-out of next-generation 9-1-1 (NG9-1-1) services are asking the commission not to use money dedicated to other telecommunications services as a funding source, according to reporting from Cartt.ca.

The Canadian Radio-television and Telecommunications Commission (CRTC) has been working to figure out how to fund NG9-1-1 for some time, which comes with a $55 million price tag.

As the publication reports, telecom companies will pass the cost of the service to customers. But the cost larger telecom companies will be passing on is a lot less than the smaller companies.

The CRTC wants to use the National Contribution Fund (NCF) to alleviate cost concerns and asked companies to provide feedback. The money in the fund comes from service providers and partially pays for video relay services for customers with speech and hearing impediments.

Large telcos

In a submission, Telus said the CRTC should not access the funding through the NCF. In a second submission, the company said the commission should reclassify smaller operators as originating network providers (ONPs). Doing so will eliminate the current problem as they won’t have the tasks, and costs, associated with being an NG9-1-1 service provider.

SaskTel also advised against the CRTC dipping into the NCF as doing so could lead to problems given the lack of guidelines and oversight. However, the company said if the CRTC uses the NCF, the money should specifically be used to address “the large costs of subscribers experienced by very small providers.”

Bell proposed an option to have the NCF cover some costs of the service managed by the smaller players, and the rest come from customers.

Shaw and Rogers both stated the NCF shouldn’t be used to fund the process as it could complicate the situation. Québecor also voiced against the funding option.

The smaller players

As Cartt.ca reports, the Public Interest Advocacy Center (PIAC) said the NG9-1-1 networks should receive full funding from the NCF.

Partially funding the program would be “complicating the overall funding process but could also lead to significant cost disparities with respect to the remaining costs in different regions, resulting in end-users residing in remote and/or rural regions paying much more for the same service.”

Bell adds speed caps on its two cheapest wireless plans

Bell has added speed caps on its ‘Essential’ and ‘Lite’ wireless plans, as pointed out by a MobileSyrup reader.

The telecom company confirmed to MobileSyrup that the change was made on April 13th and applies to new customers.

The ‘Lite’ wireless plan costs $55 a month and offers 10GB of data with speeds now capped at 150 Mbps on a 4G network.

The ‘Essential’ plan has 25GB of data for $85 a month. It offers access to their 5G network but it’s important to note this is not the fastest service Bell has to offer. The 25GB plan is only available at speeds up to 250Mbps.

In comparison, Bell lists data access for its ‘Ultimate’ and ‘Ultimate 50’ plans “on their fastest available 5G speeds.” This text is not available under the ‘Essential’ plan.

A similar change was also made on Bell flanker brand Virgin Plus. Their bring your own phone plans have long offered services at 4G speeds. But that service is now capped at speeds up to 150 Mbps.

Bell is following in the footsteps of Telus. The company added speed caps of 250Mbps and 1Gbps on its mobile plans in February.

Koodo increases cost of its U.S and international roaming plans

Koodo has increased the cost of its roaming plans.

As first reported by iPhone in Canada, the U.S. roaming plan increased from $11 a day to $12. The international plan has increased from $14 a day to $15.

Koodo caps the cost of Easy Roam U.S. at $240 per billing cycle and Easy Roam International at $300 per cycle. This means users can continue to use their phone plans without any additional fees.

The Telus flanker brand is following similar price increases as Bell, which will be increasing the cost of its international roaming plan to $15 a day, up from $14. The change will come into effect on May 12th. Bell isn’t increasing the daily cost of its U.S. roaming plan.

Companies are increasing the prices of roaming plans as travel restrictions brought on by COVID continue to ease. It won’t be surprising if other telecom companies follow suit.

Bell’s partnership with Amazon Web Services allows growth opportunities in various industries

Bell is continuing its relationship with Amazon Web Services (AWS) by using the company’s wavelength to launch the first multi-access edge computing (MEC).

The move allows end-users to better access higher speeds and lower latency associated with Bell’s 5G network and cloud services in regions with AWS. Doing so will enable several industries, including retail, transportation, and manufacturing, to access growth opportunities and customer experiences.

MEC moves traffic and services away from the cloud and closer to customers. AWS Wavelength is deployed on 5G networks and reduces latency and network hops needed to connect from a 5G device to an AWS-hosted application.

“With our ongoing investments in supporting emerging MEC use cases, coupled with our end-to-end security built into our 5G network, we are able to give Canadian businesses a platform to innovate, harness the power of 5G and drive competitiveness for their businesses,” Jeremy Wubs, senior vice president of product, marketing and professional services at Bell Business Markets, said.

The service is only available in Toronto, and Bell says it will add more wavelength zones.

Bell announced its partnership with AWS last year. AWS Wavelength is also available in the U.S., U.K, Germany, South Korea, and Japan.

Federal investment bringing high-speed internet to 625 Newfoundland and Labrador households

The Government of Canada is investing over a million dollars to fund high-speed internet access to hundreds of rural Newfoundland and Labrador homes.

The government has awarded Bell a $286,155 contract to bring high-speed internet to the communities of Northern Arm, Phillips Head and Point of Bay.

Ottawa awarded a second contract worth $793,275 to Burgeo Broadcasting System to benefit the communities of Codroy, Loch Lomond, Grey River, François, McDougalls, South Branch, St. Andrew’s, Tompkins, Upper Ferry, North Branch, Woodville, Searston, Shoal Point (Cape Anguille), Coal Brook, and The Block.

“Reliable, high-speed internet is integral to the quality of life of every Canadian. This will help to keep the communities connected and allow us to live where we get to enjoy what Newfoundland has to offer,” David MacDonald, Manager of Burgeo Broadcasting System, said.

The $1,079,430 in funding is coming through the Universal Broadband Fund (UBF). The federal program is designed to help pay for internet projects across the country and is part of the government’s initiative to connect 98% of Canadians to high-speed internet by 2026.

5G access improves the NHL experience, analysis finds

For the first time, 5G is widely available during an NHL season, and research shows the network improves the mobile experience of those attending a game.

A recent study by Opensignal examined the 5G mobile experience of Canadians and Americans attending NHL games at arenas hosting 32 teams.

“Unlike the previous seasons, 5G is now becoming commonplace across both Canada and the U.S. and plays a key role in supporting the growing demand for data at sporting venues,” the analysis states.

The results show users at U.S. arenas saw faster 5G download speeds of 159.7Mbps, compared to the 132.1Mbps reported by Canadian users.

However, the study shows Canadian users experienced a better overall experience with video streaming experience, multiplayer mobile gaming and over-the-top voice services.

Either way, users with access to 5G had a “significantly better” experience than those who didn’t.

The study further found that download speeds differed depending on the carrier. Rogers scored the lowest at 94.3Mbps, and Bell and Telus had higher scores of 168.8Mbps and 184.7Mbps.

Bell expands its pure fibre internet service to Guelph, Ontario

Bell is expanding its pure fibre internet service to 44,000 homes and businesses in Guelph, Ontario.

The move will bring the locations fibre connections with up to 1.5Gbps download speeds and access to other Bell services, including Fibe TV. Bell will complete the expansion in 2024.

“We know that fast and reliable internet connections are more important than ever,” Bruce Furlong, senior vice president of Network at Bell, said.

“As part of our long-standing objective to connect Canadians in communities throughout Ontario and across our footprint, we’re proud to bring our pure fibre connections and world-leading internet and TV services to more households and businesses in Guelph,” Furlong continued.

The move is part of the company’s program to invest in next-generation infrastructure. Bell also recently announced similar expansions in Pickering and Amherstburg.

Bell to increase cost of international roaming plan come May 12

Bell is increasing the cost of its international roaming plan by $1.

The plan covers over 200 destinations in Europe, the Caribbean, Bahamas, Bermuda, Mexico, Central and South America, Asia, Oceania, Africa and the Middle East.

The change will take effect May 12 and applies to both the home data and 500MB option. The cost will increase from $14 a day to $15.

The U.S. plan will not see an increase, and still includes coverage in Puerto Rico and the U.S. Virgin Island and costs $10 a day,

Both roaming plans include unlimited outgoing calls from roaming destinations to Canada, incoming calls, and texts.

MobileSyrup has asked Bell why it’s increasing the cost of the international roaming plan and will provide an update once available.

This isn’t the only wireless plan Bell has upped the cost for. Earlier this month, it increased the cost of its 45GB plan from $90 a month to $95.

Telus offered Canadians the fastest mobile speeds this past quarter: report

Telus continues its mobile lead in Canada by being ranked the fastest mobile operator during the year’s first quarter.

Ookla’s Speedtest Intelligence reported the provider offered download speeds of 94.48Mbps. The Vancouver-based phone provider has ranked first in every quarter of Ookla’s Speedtest since Q3 2020.

Bell offered the second fastest mobile download speeds with 86.06Mbps, and Rogers was third with 71.70Mbps. This is the same order of scores the big three reported in Ookla’s last quarterly mobile report.

Fido offered speeds of 66.85Mbps, Vidéotron 58.82Mbps, and Freedom Mobile 43.83Mbps.

Despite Freedom Mobile offering the slowest speeds among the top six, it topped the list for providing the lowest latency at 18ms. The brand has been offering the lowest latency since Q4 2020. This is the first time Freedom has lowered the latency since Q2 2021.

 

Vidéotron offered the highest consistency score at 92.2 percent. The score measures the consistent quality of service with at least 5Mbps download speeds and 1Mbps minimum upload speed.

Telus also ranked first on 5G performance with a median download speed of 162.47Mbps. This is the first time Telus has reported the highest score in this category. Since Ookla started tracking it in Q2 2021, it was a title Bell consistently held.

On specific devices, the Galaxy S22 Ultra was rated as the fastest phone this quarter, beating out the iPhone 13 Pro Max, iPhone 13, and iPhone 13 Pro.

Fixed service

Like Telus, Shaw continued to hold onto its position as providing the fastest fixed broadband services this quarter with download speeds of 213.47 Mbps. The company has held the position since Q1 2021.

Bell offered the lowest latency at 5ms, and Rogers had the best consistency score with 89.8 percent.

Rogers ranked as the fastest provider for fixed services in New Brunswick, Newfoundland and Labrador, and Ontario. Shaw was the quickest provider in B.C., Alberta, Manitoba, and Saskatchewan. Bell was the fastest provider in Nova Scotia and Quebec.
