February round-up: network expansions around Canada

IBM, Bell, and Xplornet were some of the companies that made infrastructure announcements in the month of February.

Telus

February 2nd: Telus expands its PureFibre X internet to Edmonton, offering upload and download speeds of 2.5Gbps.

February 8th: Telus expands its Internet for Good Program to select seniors living in Quebec.

IBM

February 3rd: The company enters a partnership with the Government of Quebec to install the first quantum computer in Canada. The launch date is sometime in 2023.

Government of Canada

February 3rd: The government invests nearly a million dollars through the UBF project to bring high-speed internet to 528 homes in West River and the Sheshatshiu Innu First Nation in Newfoundland and Labrador.

February 8th: The federal government invests $556,000 to bring high-speed internet to 136 households near North Bay, Ontario.

February 17th: The government invests $6.6 million through the UBF fund to bring high-speed internet to thousands of homes in rural Saskatchewan.

February 22nd: The government continues its investment in high-speed internet by allocating $136 million towards a number of communities in Newfoundland and Labrador.

Xplornet

February 9th: Xplornet works to connect 1,300 homes and businesses in Sundre, Alberta with fibre broadband over the year. The project is partially funded by the Government of Canada.

Bell

February 11th: The company announces its working to expand internet services in Georgina, Ontario. The expansion is expected to be completed in 2024.

Eastlink

February 24th: The company completes a $20 million network facility to help with future growth and network resiliency.

Bell to work with Vector Institute on artificial intelligence research

Telecommunications giant Bell is entering a partnership with Vector Institute to advance research and applications relating to artificial intelligence.

The institute is dedicated to studying AI and works with various companies and organizations to drive research and development.

Bell notes this partnership will help the company continue innovating in the telecom sector and be a part of emerging AI technologies in Canada and across Bell.

“Bell is thrilled to collaborate with Vector and the work they’re doing in developing new research and expertise in artificial intelligence in Canada,” John Watson, group president of customer experience, said in a statement. 

“Fostering the development of new technologies within our borders helps Canadian industry, and in turn, benefits Canadians. We are proud to help accelerate innovation in this field so that we can harness AI for applications at Bell.”

The company says it’s currently using AI in all lines of business and will continue to do so to identify areas to improve its operations and customer experience.

Bell expands TSN 5G View to Winnipeg ahead of tonight’s Jets game

Montreal-based national telecom Bell announced an expansion to its ‘TSN 5G View’ feature that will bring it to TSN’s regional coverage of Winnipeg Jets hame games.

According to a press release from Bell, fans in the Winnipeg Jets broadcast region will be able to try 5G View starting with TSN’s coverage of tonight’s (March 1st) Jets game against the Montreal Canadiens starting at 7pm CT. That broadcast region includes Manitoba, Saskatchewan, Nunavut, the Northwest Territories, and parts of Northwestern Ontario including Kenora, Dryden, and Thunder Bay.

For those unfamiliar with 5G view, Bell launched the feature back in 2021. 5G View lets people with a 5G-capable smartphone in an area where Bell has launched 5G service watch sports with immense control. Viewers can rewind, zoom, and move around to different cameras to get every possible view of the play.

Bell says 80 time-slice cameras were installed around the bowl of the arena at Winnipeg’s Canada Life Centre. There’s also fibre connectivity, dedicated servers, and a specialized control centre. 5G View enables live, interactive viewing, on-demand highlights, and more.

The Winnipeg Jets join the Montreal Canadians, Toronto Maple Leafs and, Toronto Raptors in offering 5G View.

Bell adds Google Distributed Cloud Edge to its network

Bell will deploy Google’s Distributed Cloud Edge in its network.

Google’s application brings its cloud infrastructure to the area where data is shared and consumed.

“Bell is building a network of the future that will scale up to embrace the demands of 5G-enabled applications, and additionally enable us to offer these capabilities to innovative 3rd party application providers who want to tap into 5G network,” Petri Lyytikainen, Bell’s VP of Network, said in a statement.

The partnership will allow Bell to efficiently run at a higher capacity, innovate new business opportunities, and deploy networks, such as 5G, in a variety of ways.

“By successfully deploying Google Distributed Cloud Edge in their networks, Bell is able to reimagine its infrastructure management while serving differentiated network experiences to both public and enterprise customers,” Amol Phadke, managing director of telecom industry solutions at Google Cloud, said.

Bell and Google originally launched their partnership in 2021 to incorporate Bell’s 5G network with Google’s multiple areas of expertise, including data analytics and artificial intelligence.

Bell, Rogers, Telus, and Shaw remove Russian network RT from channel lineups

Russian state-funded channel RT is no longer available to Bell, Rogers, Telus, and Shaw customers.

The move came after Minister of Heritage Pablo Rodriguez said the government is considering options to get the network off the air.

According to the Globe and Mail, the channel was no longer available to Bell customers as of Sunday. Rogers and Telus told the publication the removal of the channel will take effect Monday on their networks.

Shaw confirmed the same through a tweet on Sunday night, stating channel subscribers will receive a credit to use on their next bill.

The changes come days after Russia’s illegal invasion of Ukraine, causing thousands of residents to desperately flee.

The move is crucial Ihor Michalchyshyn said. The chief executive of the Ukrainian Canadian Congress told the Globe and Mail Russia is using the network to legitimize the invasion of Ukraine.

Bell acquires Quebec based telecom provider EBOX

The largest independent internet provider in Quebec is no longer an independent company — telecom giant Bell has bought out EBOX.

Based in Longueuil, Quebec, the company provided internet, telephone, and television services to consumers across Quebec and parts of Ontario.

Bell said it would maintain the EBOX brand, created 25 years ago, in a statement announcing the acquisition.

“The acquisition of EBOX will further strengthen Bell’s presence in Quebec, a key market for our business,” Karine Moses, vice-chair of Bell in Québec, said in a statement.

Bell says Quebec residents will benefit from the merger given its investments in network infrastructure in the province. This will allow the Quebec-based company to grow its resource and provide a larger scale to deliver its services.

“This acquisition will enable EBOX to continue to provide great value and service to our customers … and make EBOX available to even more residents and businesses in the years to come,” Isis Thiago De Souza, VP of EBOX, said in a statement.

The founders of EBOX initiated the sale, Bell notes in the statement. It will continue operations in Longueuil, Québec.

No clear winner: Rogers, Bell, and Telus offer levelled 5G experiences, says report

When 4G rolled out worldwide, Canada was a leader in implementing the network. The story doesn’t go the same way when rolling out 5G.

According to mobile analytics company Opensignal, the limited spectrum availability in the 3.5GHz band might explain why Canada’s shift from 4G to 5G network is slower than other countries uptaking 5G.

This isn’t to say Canada’s leading telecom companies haven’t launched 5G networks in select parts of the country or haven’t continued to grow these networks. 5G does exist in Canada, but its access is limited.

Examining the experience for those who have access to 5G, Opensignal has come out with an annual report examining 5G experiences offered by Rogers, Bell and Telus.

According to the report, Rogers offers Canada the best 5G availability. However, there wasn’t a significant change compared to the last report, where Rogers held the same position. Bell and Telus did see their scores improve as more people spent time connected to their networks.

Rogers tied with Bell when it came to 5G reach, having access to the network in locations that matter to users, like their home or workplace.

Bell and Telus tied for the best 5G video experience, offering a consistent experience across streaming platforms, “fast loading times and almost non-existent stalling.” This stood true for Alberta, British Columbia and Ontario. While they were highly rated in Quebec as well, they did not match up to Vidéotron.

Telus and Rogers offered the best 5G voice app experience.

Opensignal ranks Rogers as offering the best gaming experience. The company scored 81.8 points out of 100, Telus scored 80 and Bell 70. While good news for Rogers, users across all three networks reported declined experiences compared to the last report.

When it comes to downloading speeds, Bell and Telus offered the best services, with scores tied above 150Mbps. Both companies provide speeds between 68 and 72 percent faster than Rogers.

Rogers had the fastest upload speeds of 20.8Mbps. This is about 16 percent faster than Bell and 8.5 percent faster than Telus.

Mobile network experience

While all three companies are dominantly portrayed in 5G experiences, the same doesn’t hold for mobile experiences.

Opensignal ranks Telus as the “dominant operator” for that category.

Telus offers the best video, games, voice app, and upload speed experiences. It ties in offering the best download speed and 4G coverage experiences with Bell.

Opensignal reports Bell significantly improved its download speed experience compared to the last report. Bell users reported a boost of 13.3 percent. In comparison, Telus users saw their speed increase by 9.4 percent.

Rogers and Bell tie for second in the category of multiplayer mobile gaming experiences.

“This highlights that while download speeds are important, they cannot be used to infer a user’s quality of experience when using over-the-top (OTT) voice services, and while streaming videos or playing multiplayer mobile games connected to mobile networks,” the analysis notes.

The only category Telus doesn’t lead in is 4G availability. While scores have increased across all three providers, Rogers and Bell lead in this category. It is important to note that all three carriers allow for reasonable access, and users are connected to 4G services or better at least 93 percent of the time.

CRTC denies request asking Ian Scott to recuse himself on files related to internet competition

The Canadian Radio-television and Telecommunications Commission (CRTC) will not consider a request asking chair Ian Scott to recuse himself on matters relating to internet competition.

The Competitive Network Operators of Canada (CNOC) filed the request with the CRTC on February 3rd. The request stems from the CRTC reversing a 2019 finding that internet rates had to decrease after receiving appeals from large telecom companies.

These companies, including Bell, Rogers, and Telus, commission their services to smaller internet service providers (ISPs), who further distribute it to their markets.

CNOC alleged Scott was biased when making decisions on the file.

The CRTC reversed the decision on May 27th, 2021, more than a year after Scott met with the CEO of Bell Media, Mirko Bibic, in an Ottawa pub in December 2019.

The reply by Stephen Millington, the CRTC’s senior general counsel, also states CNOC’s request wouldn’t be published on the CRTC’s website because only members of the commission can decide if they want to recuse themselves from decisions. The commission is not involved in this process.

“Whether recusal is appropriate in a given case is a question that each member must decide each time they adjudicate a matter, and the present situation is no different,” Millington writes.

“The chairperson will consider whether to recuse himself or not, as he has consistently done in respect of all matters since his appointment, and he will render a decision with respect to his participation in those telecommunications matters at that time.”

Executive director and general counsel of CNOC Geoff White says the letter is a troubling attempt to avoid responsibility. “In refusing to publicly post our application and consider it, not only has the CRTC breached its own rules, but due process,” he said in a statement shared with MobileSyrup.
