Bell extends pure fibre network to Memramcook and St. Martins, N.B.

Two communities in New Brunswick are the latest regions added to Bell’s pure fibre internet network.

Bell announced plans to expand its all-fibre broadband services to the coastal villages of Memramcook and St. Martins over the coming months.

According to the press release, the expansion will cover 2,900 homes and businesses in total.

Bell expects its infrastructural work in these two areas will be completed by the end of 2021.

This expansion project is funded by a $1.7 billion investment from the telecom giant, and is –according to Bell — the largest initiative of its kind ever undertaken by the company

Recently, on September 14th, the same investment funded the expansion of Bell’s fibre broadband network in seven other communities in New Brunswick’s Acadian Peninsula.

Bell-owned Virgin Plus to meet government wireless price targets next month

Bell says that starting October 5th, its flanker brand Virgin Plus will offer reduced wireless costs that meet government targets.

In 2020, the federal government set a goal to reduce wireless plans by 25 percent in Canada. Since then, innovation, Science and Economic Development Canada (ISED) has published quarterly reports on wireless pricing.

The 2020 benchmark listed targets for 2GB, 4GB and 6GB plans. For 2GB options, the benchmark wanted to see prices drop from $50/month to $37.50/month, 4GB from $55 to $41.25 and 6GB from $60 to $45.

Bell’s announcement says that Virgin Plus will offer those plans exactly, starting on October 5th. Further, the carrier noted the reduced pricing comes “several months in advance of federal expectations” of a 25 percent price reduction by 2022.

  • 2GB – $37.50/mo
    4GB – $41.25/mo
    6GB – $45/mo

Unfortunately, it isn’t easy to make a direct comparison since Virgin Plus currently doesn’t offer 2GB or 6GB plans. The flanker brand’s 4GB plan costs $45 per month. Moreover, the CRTC-mandated ‘low-cost plans’ offered by Virgin Plus and other wireless carriers don’t count towards the government’s 25 percent reduction benchmark because carriers capped these low-cost plans at 3G download speeds.

“Our goal at Bell is to advance how all Canadians connect, and these latest mobile data price reductions build on the actions we’re taking every day to make our world-leading networks and services even better,” said Bell president and CEO Mirko Bibic.

However, it’s important to note that these price reductions only apply to Virgin Plus, not Bell’s postpaid plans, which are as follows:

  • $30/mo “Basic 30” plan with unlimited calls and texts (Only available as BYOP or with purchase of a ‘Basic’ phone)
  • $80/mo 30GB
  • $85/mo 35GB
  • $125/mo 50GB
  • $175/mo 100GB

So far, the government’s quarterly price reduction reports have shown a slight trend towards lower wireless costs. At the same time, the reports have revealed inconsistent availability for these plans. Many of the lower-cost options are promotional plans that carriers only offer for a limited time. Another frustration with the 25 percent reduction target is that the Big Three carriers have managed to skate around it by meeting the target with lower-cost flanker brands while keeping prices in the $80+ realm on main brands.

Bell also cited a Statistics Canada stat that wireless prices have dropped 31 percent since January 2019. Rogers, Bell and Telus first launched their new unlimited wireless plans in June and July of 2019. Those plans offered a significant price reduction by providing more data and separating the cost of devices from the plan. Although the new plans were cheaper than what was offered earlier that year, Rogers, Bell and Telus have since increased the starting cost of those plans.

Bell claims other ISPs are slowing down Operation High Speed’s rollout

Bell is warning that some internet service providers (ISPs) are dragging their feet and could prevent Quebec’s “Operation High Speed” initiative from meeting its September 2022 deadline.

In a press release ostensibly meant to update the public on Bell’s contributions to the initiative, the carrier made a point of suggesting that while it was on track, some of the other ISPs involved were not carrying their weight.

While no specific companies are named and shamed, it’s public knowledge that the project is a joint effort between the Canadian and Quebec governments, and the following ISPs: Bell, Cogeco, Sogetel, Telus, Vidéotron and Xplornet.

The press release includes a quote from Karine Moses, Bell’s Vice Chair, Québec, who says there’s a “need for all ISPs involved to step up their game quickly” or else the initiative’s deadline could get “pushed back significantly.”

First announced in March 2021, “Operation High Speed” is an $826.3 million investment aimed at connecting 150,000 Quebec homes to high-speed internet by September 2022.

This past July, the federal and provincial government topped off the fund with an extra $94 million investment to hook up an additional 18,200 households.

Bell pure fibre internet is coming to Barrington, Nova Scotia

Bell is expanding its pure fibre internet services in the Nova Scotian communities of Barrington Passage and Brass Hill.

According to the carrier’s press release, 900 locations in the Municipality of Barrington will soon have access to the carrier’s all-fibre broadband network.

Earlier this month in the Maritimes, Bell made a similar announcement regarding New Brunswick’s Acadian Peninsula.

Specifically, the telecom giant said it was building new fibre broadband infrastructure in the N.B. communities of Lamèque, Miscou Centre, Saint-Raphäel-sur-Mer, Haut-Shippagan, Le Goulet, and Pigeon Hill.

Both of these broadband expansions are funded through a $1.7 billion Canada-wide investment from Bell, which the company announced back in May 2021.

Rogers accuses Bell, Telus of opposing Shaw deal to avoid competition in CRTC filing

A recent Rogers filing to the Canadian Radio-television and Telecommunications Commission (CRTC) accuses Bell and Telus of opposing the proposed Shaw merger to avoid competing with a stronger broadcaster.

In the document Rogers filed, the carrier claims that acquiring Shaw would enable it to compete with Telus and Bell more effectively. According to The Globe and Mail, Rogers also claimed it would help the company compete against foreign competitors like Netflix.

It comes as a response to requests made to the CRTC by Bell and Telus to deny Rogers’ acquisition. Both carriers raised concerns that the Rogers/Shaw merger would make the company’s broadcasting distribution market too large.

Specifically, the two telecoms argued that Rogers would control 47 percent of the English-language broadcasting distribution market (distribution of TV channels through cable, satellite or internet) if the proposal went through. Shaw’s broadcasting distribution business includes a satellite TV service called Shaw Direct and cable networks in B.C., Alberta, Saskatchewan, Manitoba and Northern Ontario. Bell and Telus say that if Rogers achieved that scale, it would gain control over the availability of programming services.

However, The Globe and Mail notes that Rogers countered those claims by pointing out that Bell is already the largest broadcasting distributor and that the company attempted to buy Shaw as well.

First, Rogers claimed in the submission that Bell had a larger market capitalization than Rogers and Shaw combined and called Bell’s concerns “ironic.” Further, Rogers said that if Bell had gone through with its attempted acquisition of Shaw, it would be advocating for approval of a deal that would create an even larger broadcasting distributor than what Bell’s currently opposing.

The Globe and Mail points out that although Bell attempted to acquire Shaw, it ultimately chose not to because it wasn’t willing to take on the regulatory risk.

CRTC to hold public hearing about merger on November 22nd

Of course, Bell and Telus aren’t the only companies opposing the acquisition. The Canadian Communication Systems Alliance, which represents Canada’s independent internet, television and telephone providers, also filed an intervention. So did Cogeco Communications, which Rogers repeatedly attempted to acquire last year. Moreover, Corus Entertainment warned that the Rogers/Shaw merger could harm Global News.

There are also other regulators scrutinizing the proposed Rogers/Shaw merger. The Competition Bureau is reviewing whether the merger will result in less competition, while the Ministry of Innovation, Science and Economic Development (ISED) will need to approve the transfer of spectrum licences. The CRTC’s role is to examine the transfer of broadcasting assets, and it will hold a public hearing on November 22nd.

It’s particularly interesting to see the carriers leverage competition as an argument both for and against the deal, given that so far, critics have lambasted the proposal for its potential to reduce competition and harm Canadians. Much of the criticism has been directed at wireless since Shaw owns Freedom Mobile. Should the wireless brand end up with Rogers, it’d further reduce the already lacking competition in Canadian wireless.

However, Freedom could be sold off as part of the deal, and Quebecor’s Videotron has indicated it might buy up the wireless business to help expand beyond Quebec. Ultimately, there’s still a long way to go in this process, and things could change significantly in the coming months.

Bell to increase data overage rates by $3, long-distance rates by $0.10

Bell is reportedly increasing data overage rates and long-distance calling rates for its mobile wireless services starting November 2021.

According to a screenshot posted on Twitter by TekSavvy vice-president of insight and engagement — and Bell competitor, it should be noted — Peter Nowak, data overage rates for some Bell Mobility customers are jumping by $3, from $10 per 100MB (for up to 800MB) to $13 per 100MB .

After 800MB, the data overage rate appears to remain unchanged at $0.15 per MB.

This means that the overage rate charge for one gigabyte of data would increase from roughly $110 per GB to $134 per GB.

Additionally, long-distance calling rates both within Canada and to the United States are supposedly going up by $0.10, from $0.65 per minute to $0.75 per minute.

As previous reporting from MobileSyrup points out, the Canadian Radio-television and Telecommunications Commission’s (CRTC) Wireless Code has a rule that “a service provider must suspend data overage charges once they reach $50 within a single monthly billing cycle.”

However, the rule itself appears rather toothless, as the Code also states that this suspension is waived if the “account holder or authorized user expressly consents to pay additional charges,” which seems to imply that the $50 limit ceases to apply to customers once they’ve signed up for a wireless plan with specific overcharge fees listed in the fine print.

According to reporting from MobileSyrup, Bell has steadily increased its data overage rates in the last five years.

In 2016, the data overage rate was $0.06 per megabyte; in 2017, it was $0.07; in 2018, the rate jumped from $0.07 to $0.10; and in 2019, it rose again $0.12.

MobileSyrup has reached out to Bell to confirm whether these rate changes are accurate, and will update this story accordingly when the carrier responds.

Rogers, Telus and Bell named global leaders in 5G gaming by Opensignal

Rogers, Telus and Bell are among the best in the world at providing players reliable 5G network connections for smooth mobile gaming experiences, according to independent analytics company Opensignal.

The telecom giants each took home a “Global Leader” distinction at Opensignal’s 2021 5G Global Mobile Network Experience Awards, with all three scoring above the global average of 76.7 points out of a possible 100 in the “5G Games Experience” category.

Points are earned by measuring network conditions that affect mobile gaming for players, such as “latency, packet loss and jitter.”

Among the Canadian carriers, Rogers led with 86.4 points, followed closely by Telus with 83 and Bell with 83.5.

The seven winners in the “5G Games Experience” category were South Korea’s KT, SK Telecom and LG U+, the Netherlands’ T-Mobile and KPN, Singapore’s Singtel, and Ireland’s Vodafone.

Rogers, Telus and Bell were also recognized in the “Games Experience — 5G Global Impact” category, which measures the improvement in games experience between a carrier’s 5G network versus its 4G network.

In this category, Rogers came out ahead of its Canadian competitors, with Opensignal noting a 17.2 percent improvement between the carrier’s 5G vs. 4G gaming experience, while Telus (13.8 percent) and Bell (13.4 percent) were once again closely ranked.

For context, the global average score for the “Games Experience — 5G Global Impact” category is only 8.2 percent.

Still, “5G Games Experience” and “Games Experience” were the sole categories in which Canada-based telecom companies were recognized.

The other seven categories — with no Canadian winners — were “5G Availability,” “5G Download Speed,” “5G Upload Speed,” “5G Video Experience,” “Download Speed,” “Upload Speed,” and “Video Experience.”

To see if your own 5G internet service is up to snuff, Opensignal released an app in May 2021 that lets users independently check whether they’re actually connected to a 5G network.
