Canadians launched hundred of wireless and internet complaints against telecom giants to watchdog: report

Increasing numbers of Canadians are lodging complaints against telecom providers for the services they offer, according to the annual report published by the Commission for Complaints for Telecom-television Services (CCTS).

When a customer and telecom or TV service providers have a dispute they can’t resolve, consumers have the option to go to the CCTS for further assistance. Between August 2020 and July 2021, the CCTS accepted 17,000 complaints from Canadians over internet, phone, and TV services.

This is a nine percent increase from the year prior, largely driven by the increase in complaints about internet services.

More than 42,000 issues were examined, as one complaint can have a number of issues. 10 brands received more than 80 percent of the complaints.

The most complained about category was wireless services. Disclosure issues were the leading complaint for this service, occurring nearly 6,000 separate times. The report states disclosure is breached when information isn’t clearly provided.

Bell has the most disclosure issues with 1,487 complaints. This was a 34 percent decrease from last year. Rogers had 944, a 24 percent increase. The biggest increase was Videotron, at 75 percent with 770 issues.

The second most complained about category is the internet. Quality of service was the leading issue, with 2,532 complaints, likely because of the world’s increasing dependence because of pandemic

TV was in third place, and for the second time in the last three years, had seen a decline in complaints. Incorrect charges were the leading issue, with 827 complaints, a 12 percent decrease from the year prior.

Bell represented 20 percent of all complaints, an eight percent decrease from the year prior. Rogers was in second with 13.9 percent, Fido in third with 10 percent, and Telus in fourth with seven percent complaints.

Nearly 9 out of every 10 complaints, or 88 percent, were resolved by the CCTS. However, 23 percent of complaints lead to a full investigation where service provider conduct was examined.

This is measured in four aspects: wireless code for mobile wireless services, deposit and disconnection (D&D) code for home phones, television service provider (TVSP) for subscription TV services, and the internet code for all fixed internet services provided by the largest 10 internet providers.

Wireless code

This aspect guards the rights and obligations of customers with contracts in wireless voice and data services.

After investigations, this category was confirmed to have 96 breaches, a 48 percent
decrease from the year prior.

The report notes this is driven by a specific decline from Telus-owned Koodo. Last year the provider had 101 breaches of the wireless code and this year it only had four.

The biggest year-over-year change was seen in the “clarity” section. This occurs when a service provider fails to provide accurate information when communicating with customers. There were 14 confirmed breaches. In the year prior, there was only one.

The most breaches were seen in the “contracts and related documents” section, with a total of 29 complaints.

Bell had the most wireless code breaches with a total of 29. They had 27 last year.

Rogers also saw an increase, with 25 breaches this year, compared to 17 last year.

Freedom Mobile had the biggest year-over-year increase (400 percent) with a total of five complaints.

Fido, Telus, and Koodo all saw a decrease in this section.

Internet code

This was the first full year of the CCTS examining the Canadian Radio Television and Telecommunications Commission’s (CRTC) internet code.

It ensures people are informed of their rights and responsibilities, and understand the contracts, plans, and promotions internet providers bring forward.

There were 18 confirmed breaches of the code this year: 14 from Bell, and one each from Eastlink, Rogers, Shaw and Virgin Plus.

TVSP code

This code focuses on helping Canadians understand service agreements and applies only to residential customers.

In total there were five confirmed breaches, a decrease from the seven reported last year. Bell and Videotron had two breaches each and Rogers had one.

D&D code

This specifically applies to consumers who use home phones. The code aims to provide protection in the event a telecom company cuts off service.

Five confirmed breaches were reported. Three of these came from Bell and two from Comwave.

“We encourage providers to continue listening to consumers and actively work with their customers to fix problems as they arise. When they are unsuccessful, we are here to help consumers resolve disputes with their service provider,” Howard Maker, commissioner and CEO of CCTS, said in a statement.

Fido reportedly offering some customers 5GB of bonus data again

Another day, another Fido 5GB bonus data offer.

It seems every time I turn around, there’s another RedFlagDeals thread from Fido customers who received a 5GB data bonus offer from the Rogers flanker brand. The original poster didn’t specify any time limits on the offer, but another RFD user confirmed they got the deal too.

Like previous Fido 5GB bonus offers, the extra data will last 15 months and then drop off the account. According to screenshots shared by the RFD users, the data has “no added cost [and] no new contract.”

That said, some other RFD users noted that they had credits on their account (e.g. $5 off per month) and when they claimed the 5GB bonus data offer, it counted as a ‘plan change’ and removed the credit. It’s not clear how widespread that issue is, but it’s something to be aware of if you have a sizeable credit and you see the 5GB offer.

One user chimed in that they weren’t able to get the 5GB bonus data, but when they checked their account, there was a $60/mo 35GB plan available instead.

Ultimately, your mileage may vary with this offer. If you do miss it this time around, you might be able to claim one in the future — Fido seems to offer 5GB of bonus data fairly often. Back in November, Fido (and surprisingly Koodo) offered some customers 5GB of bonus data for Black Friday. Before that, we covered two instances in October where Fido customers received 5GB of bonus data.

If you’re a Fido customer, you may want to check your MyAccount portal to see if there’s bonus data available for you.

Cyber Monday deal from Koodo, Virgin Plus and Fido offers 20GB for $55

Flanker brands Koodo, Virgin Plus and Fido are offering a pretty sweet ‘Cyber Monday’ promotion.

The today-only plan offers 20GB of data for $55 per month. This plan is only available for bring-your-own-device customers, according to the offer’s fine print.

The promotion comes with unlimited calling, unlimited Canada-wide and international texts. This plan typically costs $60/15GB. And with Koodo mobile this plan also comes with $50 off your first bill.

It’s worth noting that Fido states this offer is for bring-your-own-device customers only, but it’s also advertised as being for new activations and hardware upgrades. The deal is likely restricted to the former given that’s how the other flanker brands are presenting the deal, but we’ve reached out to Fido for clarification.

Fido, Koodo offering some customers 5GB of bonus data for Black Friday

In October, MobileSyrup reported that Fido was doling out 5GB of free bonus data to customers for 15 months. It appears the Rogers flanker brand is still doing that — or has started doing it again — but with a holiday twist this time around. Plus, Koodo seems to have gotten in on the bonus data action too.

According to a screenshot of a Fido text message sent to MobileSyrup by a tipster (thanks!), Fido is giving some customers the 5GB bonus data seemingly as part of Black Friday. You can read the full text (or view the screenshot) below:

“Hi [redacted], it’s Fido. What starts with “S” and ends with “urprise” … SURPRISE! Thanks to Black Frideals you’re getting an extra 5GB of free data every month for 15 months. 🎁 Seriously! There’s no plan changes required, no new contracts for you to sign and no strings attached. 😱”

If you’re a Fido customer, it’s worth keeping an eye out for any of these messages. Alternatively, you can check your Fido ‘MyAccount’ to see if the bonus 5GB (or any other offers) are available for you.

Unfortunately, bonus data deals like this tend to be very ‘your mileage may vary.’ In other words, if you don’t get the text from Fido, there’s probably a decent chance you won’t have the offer in your account.

That said, Fido has been doing the 5GB bonus data for 15 months for a while now. We’ve written about it multiple times before, and there’s even a RedFlagDeals (RFD) thread going back to early October about it.

Speaking of RFD, another thread that popped up shows Koodo is also reaching out to customers offering 5GB of free bonus data. Koodo’s offer appears to be a part of Black Friday as well. Koodo’s message requests recipients reply with ‘DATA5’ to claim the offer. Plus, Koodo’s message says customers can keep the data as long as they keep their plan, but it’ll drop off if they upgrade their phone or get a new plan.

If you’re lucky enough to get one of these offers, it’s probably worth claiming it. Extra free data is almost always a welcome bonus.

Virgin, Fido and Koodo now offering $50/12GB Black Friday plan

Virgin Plus, Fido and Koodo have all added a bit of spice to their Black Friday promotions by upping the $50/mo 10GB plan to 12GB. Yup, that’s a 2GB increase for the same monthly cost.

While perhaps not the most insane deal out there, $50/mo for 12GB isn’t a bad plan at all (I remember when people lined up for hours to get a $60/10GB plan).

Anyway, you can check out the offers at the links below:

Here are Fido’s Black Friday deals

Ahead of ‘Black Friday’ on November 26th, Rogers flanker brand Fido has revealed a slew of Black Friday deals.

As usual, there are some decent offers, but also a few that I would say aren’t really that great. For example, $0 down and 0 percent interest at $15/month on an iPhone 12 mini is a great offer, while five extra free hours of unlimited data isn’t particularly exciting.

Below are all of Fido’s Black Friday deals:

iPhone 12 mini — $0 down and 0 percent interest at $15/month for 24 months
Samsung Galaxy S20 FE — $0 down at $20/month for 24 months ($1,200 outright)
10GB of data — $50/month
6GB of data — $45/month
Save up to 50 percent per month on Unlimited Home Internet — must be paired with a mobile plan
0 percent interest financing on accessories
2nd-gen AirPods — $0 down at $2.50/month for 24/months ($180 outright)
Five extra free hours of unlimited data

Fido customer receives 30GB/$55 exclusive offering

Some Fido subscribers are reportedly receiving exclusive deals.

For example, RedFlagDeals (RFD) user ‘y2Dave’ says that they were offered 30GB for $55, which in the context of the Candian telecom industry, is a pretty stellar deal. This offer also includes unlimited Canada-wide minutes and unlimited text, picture and video messages from Canada to the U.S.

Other RFD users don’t seem to have the exact same offers, but there are reports of similar deals. For example, a few of the RFD users were sent $60 for 30GB, $65 for 35GB and $90 for 50GB offers. Further, one user was offered a $45/25GB win-back deal.

If you’re a Fido subscriber, take a look at your account to see if any of these deals have been sent to you.

Koodo, Fido, Virgin bring back $50/10GB offer and new ‘Starter’ plans

Koodo, Fido and Virgin Plus (flanker brands for Telus, Rogers and Bell respectively) have had $50/10GB plans available on and off over the last few months. Well, the three carriers are back to ‘on’ with the $50/10GB offer, but not a whole lot else.

Koodo and Virgin both surprisingly only offer four plans right now, with a few exceptions. First, it’s four plans if you choose to bring your own phone — some plans aren’t available to customers who choose to get a phone on contract. The other exception is an expanded list of ‘Starter Plans’ with plenty of options that also aren’t available if you want to get a phone (I’ll dig into these more below).

Fido’s plan set-up is a little different, with options across ‘Data, Talk & Text,’ ‘Talk & Text’ and ‘Basic’ categories. Some of these match the ‘Starter’ plans offered by Koodo and Virgin and, like Koodo and Virgin, Fido restricts these options for those looking to get a phone.

Below I’ll list out all the plans in order from cheapest to most expensive, including labels to show which categories these fall into (‘Starter’ for Starter plans, ‘Promo’ for offers listed as promotional and no label for the regular plans). Note that these prices are shown for Ontario locations and should be the same in some provinces, but others (for example, Quebec and Manitoba) often have different prices.

  • $15/mo 250MB data at 3G speed with 100 Canada-wide minutes (Koodo Starter, Fido Basic, Virgin Starter)
  • $28/mo 1GB data at 4G speed with pay-per-use minutes (Virgin Starter)
  • $30/mo pay-per-use data with unlimited minutes (Koodo, Fido ‘Talk & Text,’ Virgin)
  • $35/mo 3GB data at 3G speed with unlimited minutes (Koodo Starter, Fido Basic, Virgin Starter)
  • $38/mo 2GB data at 4G speed with unlimited minutes (Koodo Starter, Fido, Virgin Starter [note: costs $37.50/mo])
  • $41/mo 4GB data at 4G speed with unlimited minutes (Koodo Starter, Fido, Virgin Starter [note: costs $41.25/mo])
  • $45/mo 6GB data at 4G speed with unlimited minutes (Koodo Starter, Fido, Virgin Starter)
  • $50/mo 10GB data at 4G speed with unlimited minutes (Koodo Promo, Fido, Virgin)
  • $55/mo 12GB data at 4G speed with unlimited minutes (Koodo Promo, Fido, Virgin)
  • $70/mo 15GB data at 4G speed with unlimited minutes (Koodo, Fido, Virgin)

All of the above plans include messaging services.

Starter plans now include options that meet government price reduction targets

It’s worth noting that the Starter plans category isn’t exactly new — Koodo, Fido and Virgin rolled out the category alongside the CRTC-mandated low-cost plans in July. Since then, however, it looks like the three flanker brands have expanded the category with plans beyond what was mandated by the CRTC, such as options that meet the reduced wireless price targets set by the federal government.

Namely, the new $38/2GB plan almost meets the $37.50/mo 2GB target set by the government (Virgin actually meets the $37.50 price target). Similarly, the $41/mo 4GB plan comes in just a few cents lower than the $41.25/mo government target for 4GB plans.

Bell announced in September that Virgin would add plans meeting the government targets in October, but I’m not sure when Fido and Koodo added their versions of those plans.

While great to see the flanker brands offer plans that meet these targets, it’s frustrating that carriers also blocked these plans for people who want to get a phone. It’s especially annoying when you consider that most carriers offer a device financing model that separates the cost of the phone from your monthly plan.

Telus, Rogers and Bell, however, do not meet these targets.

You can check out the plans at the linked pages below:
