April roundup: network expansions in Canada

Companies regularly make announcements detailing network expansions across Canada. While this is a step in the right direction, it’s challenging to keep track of all the projects.

To make it easier, MobileSyrup has put together a list of all network expansion projects made by telecom companies and government bodies alike and added them to a map you can access below.

Bell

April 1: Bell expands its fibre internet to Amherstburg, Ontario.

April 21: The company announces it will expand its pure fibre internet to Guelph, Ontario, impacting 44,000 homes and businesses.

Rogers

April 4: Rogers adds two more cell towers to its project closing the wireless gap along the Highway of Tears, bringing the total to 14.

April 19: The company announces it will release internet with 8Gbps speeds this summer in Ontario, New Brunswick, and Newfoundland.

April 21: Rogers launches internet with 2.5Gbps for select customers.

Government of Canada

April 4: The federal government announced $20 a month internet for eligible seniors and low-income families through a partnership with 14 internet service providers.

April 19: The Governments of Canada and Ontario pledge $56 million for rural internet services.

April 22: The federal government invests more than a million dollars in funding high-speed internet access for rural Newfoundland and Labrador residents.

April 22: The Government of Canada invests $145 million to improve rural internet access in Ontario.

April 26: The government of Canada and Ontario detail $260 million for high-speed internet access in the province.

April 27: The federal government announces $5 million in funding for an internet project in Alberta.

Xplornet

April 5: The rural broadband provider completes its acquisition of Full Throttle Networks as it expands its presence in Manitoba.

April 8: Xplornet expands its fibre network to 270 homes in Vernon Bridge, PEI and surrounding communities.

April 21: The company starts construction on a broadband project in Brant County, Ontario, funded by the governments of Canada and Ontario and Southwestern Integrated Fibre Technology (SWIFT).

TekSavvy

April 11: The ISP completes its fibre-to-the-home network in Thamesville, Ontario.

April 12: TekSavvy launches its fibre network in Wallaceburg, Ontario.

SaskTel

April 13: The company pledges $337 million worth of initiatives for Saskatchewan that will take place in 2022-2023.

Develop Nova Scotia

April 22: The provincial crown corporation is working with Eastlink and Bell to bring high-speed internet to 400 homes and businesses in Nova Scotia.

CRTC chair says focus on meeting will Bell executive ‘misplaced’

Ian Scott said the attention his 2019 meeting with Bell executive Mirko Bibic recieved is “misplaced.”

The Canadian Radio-television and Telecommunications (CRTC) chair made the comments as part of a keynote interview with National Post reporter Anja Karadeglija at the International Institute of Communications annual conference.

“It’s unfortunate that so much is attached to the title of the chair — I don’t make decisions for the Commission,” Cartt.ca quoted Scott as saying.

He said roughly 80 people advise on situations relating to telecommunications, “so the focus is a bit misplaced.”

The 2019 meeting took place after the CRTC announced internet rates were too high and telecom companies had to lower them. The CRTC reversed the decision on May 27th, 2021, after the leading telecom companies filed appeals.

Scott chalked the change up to a mistake. “Now, why did we reverse course? To put it simply, we got the initial decision wrong,” Scott told the parliamentary committee of industry and technology in February. “We couldn’t move ahead with rates that we knew were erroneous.”

The Ethics Commissioner will investigate several allegations internet service provider TekSavvy filed, including meeting with litigants from Bell, Rogers, and Shaw with a file on wholesale internet rates was open. The infamous meeting with Bibic is also included.

Canada’s Competition bureau plans to oppose Rogers’ $26-billion takeover of Shaw

Canada’s Commissioner of Competition is reportedly planning to oppose the $26-billion takeover of Shaw by Rogers at the Competition Tribunal. The two telecom companies have come together to make a joint statement on the matter.

The application from the Commissioner of Competition, Matthew Boswell. The two companies are planning to oppose it, following notification of Boswell’s intention to file the application late this week. The application seeks to block the proposed merger of Rogers and Shaw, homogenizing two of Canada’s largest cable networking companies.

Rogers and Shaw, along with the Shaw family trust, agree to extend the merger deadline. The deadline is now set for July 31st rather than June 13th.

Rogers and Shaw remain committed to the transaction, which is in the best interests of Canada and Canadians because of the significant long-term benefits it will bring for consumers, businesses and the economy,” the joint statement reads. “The companies have offered to address concerns regarding the possible impact of the transaction on Canada’s competitive wireless market by proposing the full divesture of Shaw’s wireless business, Freedom Mobile.”

Freedom has roughly two million wireless customers across Ontario, Alberta, and British Columbia. It is credited with driving down cellphone bills throughout previous years. A number of firms and entities have also expressed interest in the acquisition. This includes Globalive Capital’s Anthony Lacavera, who offered Rogers $3.75-billion for Freedom. Lacavera is also said to have called the sales process a “non-competitive sham.”

In March, Boswell is said to have received a letter from Lacavera, accusing Rogers of running a “closed and secretive sales process.”

As part of a press release from Rogers and Shaw, the two detail benefits of the $26 billion deal. A $2.5 billion investment is being made to build 5G networking in Western Canada until 2027. $1 billion is also being invested in the networking of rural and Indigenous communities.

Twitter Canada partners with Sportsnet to bring a new live NHL Playoff experience

Twitter Canada has partnered with Sportnet to bring a new experience to NHL fans. This experience is already in effect and users just need to like a promoted @Sportsnet tweet to get started.

After interacting with the designated tweet from Sportsnet, Twitter Canada provides the #OvertimeAlerts experience for NHL fans. Throughout the 2022 Stanley Cup Playoffs, users receive push notifications when any game goes into overtime.

As part of this partnership, fans will be able to watch the opening minutes of the OT period live on Twitter through the push notification. This feature is free of charge for the user. The broadcast streams live from the Sportsnet Twitter account. This NHL experience is available to all Twitter users in Canada.

Rogers provides pre-roll content as part of the livestream. It will also promote its Ultimate Entertainment Experience with Ignite TV and Intenet bundle before game highlights as well.

In addition to providing the news of the partnership, head of communication at Twitter Cam Gordon reveals a thread of the most mentioned players, teams, and hashtags across the 2021/2022 NHL Regular Season. This includes the likes of Alex Ovechkin, Colorado Avalanche, and #LeafsForever all being the most mentioned on Twitter.

Large telecom companies want the CRTC to find another way to pay for next-generation 9-1-1

Telecom companies associated with the roll-out of next-generation 9-1-1 (NG9-1-1) services are asking the commission not to use money dedicated to other telecommunications services as a funding source, according to reporting from Cartt.ca.

The Canadian Radio-television and Telecommunications Commission (CRTC) has been working to figure out how to fund NG9-1-1 for some time, which comes with a $55 million price tag.

As the publication reports, telecom companies will pass the cost of the service to customers. But the cost larger telecom companies will be passing on is a lot less than the smaller companies.

The CRTC wants to use the National Contribution Fund (NCF) to alleviate cost concerns and asked companies to provide feedback. The money in the fund comes from service providers and partially pays for video relay services for customers with speech and hearing impediments.

Large telcos

In a submission, Telus said the CRTC should not access the funding through the NCF. In a second submission, the company said the commission should reclassify smaller operators as originating network providers (ONPs). Doing so will eliminate the current problem as they won’t have the tasks, and costs, associated with being an NG9-1-1 service provider.

SaskTel also advised against the CRTC dipping into the NCF as doing so could lead to problems given the lack of guidelines and oversight. However, the company said if the CRTC uses the NCF, the money should specifically be used to address “the large costs of subscribers experienced by very small providers.”

Bell proposed an option to have the NCF cover some costs of the service managed by the smaller players, and the rest come from customers.

Shaw and Rogers both stated the NCF shouldn’t be used to fund the process as it could complicate the situation. Québecor also voiced against the funding option.

The smaller players

As Cartt.ca reports, the Public Interest Advocacy Center (PIAC) said the NG9-1-1 networks should receive full funding from the NCF.

Partially funding the program would be “complicating the overall funding process but could also lead to significant cost disparities with respect to the remaining costs in different regions, resulting in end-users residing in remote and/or rural regions paying much more for the same service.”

Rogers introduces new advisory members of proposed THINKLab

Rogers has introduced the first members of a new advisory council that will oversee their Calgary-based technology centre to train new tech graduates.

The THINKLab will focus on technology and engineering. Rogers will only create the centre once its $26 billion merger with Shaw is completed.

The inaugural members include the CEO of the Calgary Chamber of Commerce and the Schulich School of Engineering dean at the University of Calgary.

The THINKLab will open 500 technology roles focusing on various aspects, including engineering and technical delivery across networks.

Rogers’ chief technology officer, Jorge Fernandes, will serve as the head of the proposed institution.

“We are excited to introduce the first esteemed members of our new advisory board, each an expert and leader in their own field, who will help guide this critical technology and engineering hub,” he said.

“THINKLab will leverage the incredible talent pool in Western Canada, while also bringing together the brightest academic talent across Canada to research, develop and deliver leading technology infrastructure and services to Canadians.”

The merger has only received approval on the broadcast aspect from the Canadian Radio-television and Telecommunications Commission (CRTC) and has faced fierce criticism.

The latest pushback comes from the Public Interest Advocacy Centre and the National Pensioners Federation. The two advocacy groups argue Rogers’ plans to transition Shaw cable TV and satellite TV customers to IPTV will see them pay more for television services.

The proposal still needs to be approved by the Competition Bureau and Innovation, Science and Economic Development Canada. Approval would see Rogers selling off Shaw’s wireless business Freedom Mobile to create a fourth wireless competitor. The Globe and Mail reported Rogers presented Xplornet as their preferred buyer.

Rogers Infinite plans now offer $5 discounts with ‘Automatic Payments’

Rogers now features ‘Automatic Payments Discount‘ for its Infinite 5G data plans.

Automatic payments is similar to Freedom Mobile’s ‘Digital Discounts,’ which means you’ll need to link your credit card to your account so that automatic payments go through every month. This now gives you five dollars off your monthly bill.

Here’s what Rogers’ fine print says:

“A $5/month discount is available on eligible in-market consumer Rogers Infinite plans (excluding Rogers Preferred Program) to customers who set up Automatic Payments on their account (not retroactive). You must keep Automatic Payments active with an eligible plan to maintain this discount. Discount will end if you move to an ineligible plan or cancel Automatic Payments.”

Here are the plans on Rogers’ site:

    • $85 for 25GB with automatic payments
    • $95 for 45GB with automatic payments
    • $100 for 50GB with automatic payments.

if you don’t have a credit card on file, you’ll be paying an extra $5 for each of those plans per month. You’ll have to pay a bit more each month for those who don’t want to pay with their credit cards or have that sort of information on file.
