Canadians will continue to get spam calls for the foreseeable future

A day rarely goes by when I don’t answer a spam call.

Most of the time, I ignore numbers that are coming from places I’ve never been to around the world. But sometimes, the numbers match my area code, and I ask myself if this is one of the many calls I’ve been waiting for.

99 percent of the time, it isn’t, and I fall victim to call spoofing again.

While I wasn’t able to determine if spam calls increased around the country, I know a lot of my colleagues and family members have complained about these calls.

But why is this, especially since the Canadian Radio-television and Telecommunications Commission (CRTC) said these calls could be reduced under SHAKEN/STIR technology?

What is SHAKEN/STIR?

In short, SHAKEN/STIR technology is used to authenticate callers, letting users know if the call they’re receiving is a spam call.

STIR, or Secure Telephony Information Revisited, validates callers. Signature-based Handling of Asserted Information using Tokens (SHAKEN) is the framework network providers use.

The CRTC ordered network providers to implement the technology in November 2021, after several deadline expansions.

Your next question might run somewhere along the lines of “if SHAKEN/STIR is already in place, why am I still getting spam calls?

That’s because the technology doesn’t cover all calls, only those on IP-based phone networks. Internet protocol (IP) networks send and receive calls over the internet. However, a “significant portion of the Canadian phone network” operates under Time Difference Multiplexing (TDM) technology, a CRTC spokesperson told MobileSyrup. TDM technology transmits multiple digital signals over one channel.

“STIR/SHAKEN only works when the entire call patch is over IP,” the spokesperson said. It won’t work if calls are made and terminated on IP networks, but are interconnected over TDM.

Customer equipment must also be taken into account. If customers receiving a call have an IP connection through their carriers, their calls wouldn’t be verified through the STIR/SHAKEN framework if they’re utilizing landline or wireless phones that aren’t IP compatible, such as landlines functioning on copper networks.

“It is possible for carriers to properly attest calls even if the connection between the costumers’ premises and their core network is made through a non-IP connection,” the spokesperson said.

What are providers doing?

Bell, Telus, and Rogers previously stated they all implemented this technology by the November 2021 deadline.

Part of the CRTC’s requirements includes telecom companies filing status reports; answering questions on network readiness and the percentage of authenticated calls. The first report deadline since the November implementation date was May 31st.

While a majority of the answers providing specifics are redacted, supporting information paints a small picture.

Telus, for example, states STIR/SHAKEN technology within its network is fully operational but it hasn’t been all smooth sailing. “While the core platform has so far proven to be highly reliable, the introduction of the STIR/SHAKEN protocol has not been without significant challenges.”

The application also states that “a significant percentage” of volume remains on TDM. “While TELUS continues to encourage its partners to move towards SIP interconnections, it will take some time to fully achieve this goal.”

A company spokesperson confirmed to MobileSyrup that TDM equipment in its network remains a constraint in all customers being able to access STIR/SHAKEN technology.

When asked if Telus would change network requirements, the representative said: “Telus is migrating customers and traffic to IP/SIP, which will mean that more calls within the Telus network and between networks can be signed and verified.”

So…spam calls?

To give you a straight answer, spam calls are still very much a reality, despite the implementation of STIR/SHAKEN. As the CRTC points out, it’ll remain a reality for the next while.

“As carriers continue to upgrade their network to IP technology, make compatible phones available to their customers and improve their capacity to properly authenticate caller IDs, more and more Canadian will be able to see the effect of the STIR/SHAKEN.”

Telecom news roundup [Sept. 17-23]

This week’s telecom roundup features news from Bell, which introduced 8Gbps symmetrical internet speeds and was named PCMag’s fastest mobile network in Canada.

But the Quebec-based telecom provider isn’t the only one to make headlines. To help recap the latest developments, here’s almost everything that happened in Canada’s telecom world over the past week.

Bell has started rolling out its 8Gbps symmetrical internet to customers in Toronto. The company said the download speeds are five times faster than cable technology and upload speeds are 250 times faster.

Opesignal named Canada’s big three (Bell, Rogers, and Telus) as “high performers” in the 5G mobile experience. The report examined 5G services across the globe and found the three excelled in a handful of categories, including “5G Reach.”

Continuing with telecom awards, PCMag crowned Bell with the title of offering the fastest mobile network in Canada. The results show the Quebec-based telecom giant outpaced its competitors with its download speed and 5G+ offerings.

Telus’ application seeking to introduce a credit card fee has received more than 4,000 interventions. But Telus says the Canadian Radio-television and Telecommunications Commission (CRTC) has no reason to reject its application. The company states customers can avoid the 1.5 percent surcharge by paying with a method other than a credit card. “The rate pertains to an optional service, is avoidable for all customers, and does not seek to generate more revenue than the underlying costs,” Telus says in its latest response.

Xplore has increased its available download speeds in 124 New Brunswick communities. The rural service provider says download speeds reach up to 100Mbps and upload speeds go up to 10Mbps. The update will impact 21,000 homes and businesses.

Government

Innovation, Science and Economic Development (ISED) Canada rejected a proposal that would have seen Telus absorb spectrum licenses from the now defunct company Xplore Mobile. The ISED cited future competition concerns for wireless services in Manitoba for the rejection.

PCMag says Bell offers the fastest mobile network in Canada

PCMag ranks Bell first in its fasted mobile networks in Canada tests.

The telecom giant records a maximum download speed of 1373Mbps and upload speeds of 142Mbps. Bell’s overall speed score is 90, while Rogers and Telus each have a final score of 91.

The publication notes the introduction of 5G+ through the 3,500MHz network has considerably improved speed. The three largest carriers in Canada introduced the network in June.

The publication notes the spectrum helped Rogers increase its average download speeds the most, compared to Bell and Telus. Before the introduction, the company was lagging behind its two competitors.

But Rogers was no match for Bell and its “spectacular work,” the report states. Bell has the fastest mobile network in 22 of the 31 areas, including Toronto and Calgary, New Brunswick and Nova Scotia.

Despite having similar speed scores, the report notes Rogers is in a “second-place showing.” Its 5G+ network is a significant player in B.C. and Montreal.

On the other hand, Telus has access to the 3,500MHz network, but it doesn’t have access to Android device firmware.

Opensignal’s 5G mobile experience awards names Canada’s big three as high performers

A new global ranking showing users’ 5G experience provides another example of the limited telecom services in Canada.

Opensignal’s 5G Global Mobile Network Experience Awards for 2022 examined the 5G experience between the first half of 2021 and 2022. It places the big three (Rogers, Bell, and Telus) in a small handful of categories.

Global Impact

The ‘Global Impact’ section examined user experience with 5G compared to 4G.

Bell, Rogers, and Telus appear under the ‘5G Reach’ category. It measures how often networks connected users to a 5G network from all the places they visited. On a score of 0-10, Rogers comes first out of the big three with a score of 5.3, while Bell and Telus both have scores of 4.8. Rogers placed 14 out of a list of 34; Bell placed 21, and Telus came in 22nd.

Rogers is the only Canadian brand to appear in the gaming experience category under the Global Impact section. The class examined the gaming experience between 4G and 5G, and Opensignal’s users found the experience increased by 13.7 percent with Rogers 5G.

Rising Stars

Bell, Telus, and Rogers appear under the company’s ‘Rising Star’ category, measuring the 20 most improved companies for 5G experience year-over-year.

Bell and Telus appear in the top 20 for 5G reach. “Bell and Telus have made the grade with increases of 72.5 percent and 71.2 percent, respectively.”

Rogers appears in the top 20 for upload speed and is the only North American company to appear on the list.

Report only covers 5G

An Opensignal spokesperson told MobileSyrup that the report only analyzed and compared services for companies that launched 5G services.

“We have not included regional operators, MVNOs or wholesale networks, to ensure the report is focused on the operators that most consumers would consider when choosing a mobile service,” the spokesperson said.

The statement reveals the limited options Canadians have when it comes to choosing a telecom provider offering 5G services in Canada.

ISED denies request to transfer Telus Xplore Mobile’s spectrum

Innovation, Science and Economic Development (ISED) Canada has refused a request that would have seen Telus acquire spectrum licenses held by Xplore Mobile.

The licenses were for radio, wireless, and mobile broadband services and originated in Manitoba.

Xplore (recently rebranded from Xplornet) shut done its mobile division in August. Xplore Mobile launched in 2018 after the company acquired spectrum from Bell MTS.

The ISED cites future competition concerns in its reasoning for denial.

“The proposed transfer raised substantial concerns that the resulting concentration of spectrum would impede the ability of future mobile competitors to provide wireless services and effectively compete in Manitoba.”

Telus recently customers started receiving emails warning about the incoming credit card fees the carrier wants to add to customer bills. Except, the email included the common placeholder text “Lorem ipsum dolor sit amet” in the header. Whoops.

The mistake seems to have drawn further attention to Telus’ plan to start charging customers 1.5 percent of their payment amount (plus tax) as a credit card processing fee.

Unsurprisingly, people are mad and tweeting about the fee and the Lorem ipsum gaffe:

“As mentioned on your last bill, starting October 17, 2022, customers that choose to make a bill payment with a credit card will be charged a 1.5% Credit Card Processing Fee (plus tax). The Credit Card Processing Fee applies to one-time and Pre-Authorized Credit Card bill payments, and is not higher than the fee TELUS pays to accept credit card payments,” the email reads.

The email goes on to list alternate payment methods for customers who want to avoid the fees, such as pre-authorized debit, visa debit, and paying through your bank.

Telus filed a request with the Canadian Radio-television and Telecommunications Commission (CRTC) in August to add the fee to customer bills. However, the fee saw a significant number of interventions from the public, and the CRTC ultimately said it would issue a decision within 45 days. September 29th would mark day 45, so it’s likely we’ll see a decision from the CRTC on the matter soon.

Whether or not the CRTC sides with Canadians or Telus is another matter. Should the CRTC allow Telus to add the fee, it may encourage other telecom companies to do the same, effectively forcing Canadians to stop paying their cell bill with credit cards, or eat the higher fee.

This whole thing stems from a lawsuit against credit card companies like Visa and Mastercard that gave businesses the ability to pass on credit card fees to customers. Previously, credit card companies had rules preventing businesses from doing so. While good for businesses, it, unfortunately, means customers are likely to end up footing larger bills if they use credit cards.

Telus proposing changes for home phone customers in Quebec

Telus wants to end its Pay-Per-Use (PPU) billing option for ‘three-way calling’ and ‘call return’ for residential customers in Quebec.

In an application to the Canadian Radio-television and Telecommunications Commission (CRTC), the telecom company says the billing option will only apply to phone services delivered over copper facilities. At fibre locations, the features will be available through a residential bundle.

Telus says it plans to introduce a new platform for home phone services over fibre facilities in the province. It will add new residential customers to this platform in November and migrate existing customers next year.

“Due to the limitations in the new platform, it will not have the capability of applying PPU usage charges,” the applications states.

Telus says the demand for PPU has decreased by 26 percent between 2019 and 2021. The figure will likely continue to drop, given the use of residential bundles.

The changes won’t impact customers using bundles or business customers. Existing customers can continue to use the PPU option until their service is migrated to the new platform.

The same new system will also result in Telus moving away from ‘call screen.’ The service, which allowed customers to redirect 12 phone numbers to a standard recorded message, will be replaced by ‘call control.’

Telus says call control is “more economical” and is free for all customers, while Telus charged customers not utilizing bundles for its call screen feature. Customers will be able to block 25 calls under call control.

The two service changes will take effect on November 7th, pending regulatory approval.

Customers can provide comments on the CRTC’s website until October 24th.
