Removing RT from Canadian airwaves alone will have limited impact, ECGL says

  1. Ethnic Channels Group Limited (ECGL) says removing RT from Canadians’ TV screens won’t mean the English-language news channel funded by the Russian government can’t be accessed elsewhere.

The comments came after the Governor in Council asked the Canadian Radio-television Telecommunications Commission (CRTC) to determine RT’s future in Canada. Interveners had just five days to file comments, as a report is due by March 17th at the latest.

In its filing, ECGL says RT is still available through entities operating on the internet, as they don’t need approval from the CRTC to work in Canada. RT can also share the channel through websites it owns. “If the purpose of the current process is to prevent distribution of the RT Services in Canada, it may not succeed,” CEO, Slava Levin, writes in the intervention.

ECGL also says other state-owned or sponsored Russian-language news are available in Canada, such as Channel One Russia. It’s the “most viewed Russian language service in Canada” offered by local BDUs, Levin writes. But this channel, and others like it, aren’t part of the current discussion.

If “the purpose of the current process is to prevent distribution of Russian-state controlled information and news content within the ‘regulated’ BDU environment, it also may not succeed.”

Comments filed by Rogers also highlight the need to remove other channels backed by Russia, such as Channel One Russia and RTR Planeta.

Levin also notes the current process is being taken “after the fact” as several companies already removed RT from channel lineups, including Bell, Shaw, and Telus.

This was done without consultation from the CRTC or other government entities and was “non-transparent.” Levin says the power BDUs have to remove a service themselves could be extended to other shows in the future and exposes
“potential weakness in our system.”

Shaw also filed comments, stating it was not in a position to argue why RT should stay on the air. BCE or Telus did not file comments at the time of writing. The CRTC’s website shows 373 interventions were filed by the deadline.

Telus expands community boards in Western Canada

Telus has expanded its community boards in Western Canada to connect youth with the resources and tools they need.

Boards make recommendations on allocating grants and other funding to charities and community programs.

Telus is expanding its Manitoba-focused board to include Saskatchewan and renaming it to Telus Manitoba and Saskatchewan Community Board. The expansion will support 900 communities.

Expanding in Saskatchewan means Telus has a board serving every province in the country.

The company is also expanding its Vancouver board to include coastal communities. It’s now called the Telus Vancouver and Coastal Community Board.

The board supports 36 communities across Vancouver, the Sunshine Coast and Sea to Sky corridor, including Squamish, Whistler, Gibsons and Sechelt.

The Telus Thompson Okanagan Community Board is expanding into the communities of Dawson Creek, Fort St. John, Prince George, Quesnel and Cranbrook, to support 76 communities in Northern B.C.

The board is renamed Telus Interior and Northern B.C. Community Board to reflect the expansion. Michael J. Ballingall, Senior Vice President of Big White Ski Resort, serves as the chair.

“With this exciting new expansion, the Telus Interior and Northern B.C. Community Board will be able to support nearly triple the number of grassroot organizations across the region,” Ballingall said in a statement. “Every time the community board comes together, we make our communities stronger by ‘giving where we live’ to registered charities throughout the region.”

February 3rd: The company enters a partnership with the Government of Quebec to install the first quantum computer in Canada. The launch date is sometime in 2023.

Government of Canada

February 3rd: The government invests nearly a million dollars through the UBF project to bring high-speed internet to 528 homes in West River and the Sheshatshiu Innu First Nation in Newfoundland and Labrador.

February 8th: The federal government invests $556,000 to bring high-speed internet to 136 households near North Bay, Ontario.

February 17th: The government invests $6.6 million through the UBF fund to bring high-speed internet to thousands of homes in rural Saskatchewan.

February 22nd: The government continues its investment in high-speed internet by allocating $136 million towards a number of communities in Newfoundland and Labrador.

Xplornet

February 9th: Xplornet works to connect 1,300 homes and businesses in Sundre, Alberta with fibre broadband over the year. The project is partially funded by the Government of Canada.

Bell

February 11th: The company announces its working to expand internet services in Georgina, Ontario. The expansion is expected to be completed in 2024.

Eastlink

February 24th: The company completes a $20 million network facility to help with future growth and network resiliency.

Telus discounts its 40GB and 50GB plans by $5/mo for a limited time

Vancouver-based national carrier Telus has discounted two of its “unlimited” plans by $5/mo and raised another by $5/mo

Telus’ $90/mo 40GB plan now costs $85, while its $100/mo 50GB plan now costs $95. Both changes are marked as limited-time offers — it’s not clear how long they’ll stick around.

The $85/40GB offer is particularly good — as far as $85/mo plans go — since it’s the same price as Telus’ $85/25GB plan, but with an extra 15GB of data. More importantly, however, is that the $85/40GB plan doesn’t have the 250Mbps data speed cap that the 25GB plan has. Instead, the 40GB plan has a 1Gbps speed cap.

If the data speed caps sound weird to you, that’s likely because they’re new. Telus added speed caps to its mobile plans back in February. On the one hand, 250Mbps is probably more than enough speed for the majority of mobile users. On the other hand, it’s yet another restriction applied to obscenely expensive mobile plans. Plus, Telus applied speed caps to its flanker brand Koodo too.

It’s also worth noting that when Telus added the speed caps to its plans, the base 20GB plan cost $80/mo. Sometime between February 17th and now, Telus changed that plan to $85/mo for 25GB — it’s not entirely clear when that change happened.

Regardless, if you’re in the market for a plan with 40GB of data, Telus’ new $85/40GB plan is an all right offer by comparison — both Rogers and Bell offer $95/mo 45GB plans, but I’d happily take $10/mo in savings for 5GB less data.

Telus rolls out first phase of next-generation 911 service in B.C. and Alberta

Telus is rolling out next-generation 9-1-1 (NG9-1-1) in British Columbia and Alberta.

NG9-1-1 enhances technological possibilities by sharing more precise location data, video, photos, and other information with first responders.

“In an emergency, every second counts, and information is critical. Bringing this next-generation technology to the people of Alberta and B.C. will save lives, and that is something that we at Telus are very proud to support,” Jerome Birot, vice president of voice and services development opportunities, said in a statement.

Telecom companies will implement the next generation in phases.

For now, the Canadian Radio-television and Telecommunications Commission (CRTC) has directed all phone and cell service companies to update their networks, so they’re ready to provide services associated with NG9-1-1.

The CRTC will set a later date to implement text messaging services for NG9-1-1 calls.

Telus also says it’s working on creating a state-of-the-art IP-based NG9-1-1 network. The company notes the additional traffic of document and video sharing will be “strategically and cautiously loaded” onto the network when completed.

“Of the more than 5.5 million calls received to Telus’ 9-1-1 selective routers in 2020, not a single call was dropped, and we knew we could take this network leadership to new heights with NG9-1-1 and provide enhanced service to the citizens of Alberta and B.C.,” Birot said.

Samsung, Telus announce deployment of new mission critical network tech

Samsung and Telus announced the successful deployment of “Canada’s first next-generation Mission Critical Push-to-X (MCPTX) services.”

According to a press release from Samsung, the MCPTX deployment on Telus’ network will help equip Canada’s first responders with ” the information and data they need to more accurately assess emergency situations.” It should also help improve responsiveness and operational efficiency.

Samsung shared several examples of how MCPTX will enhance communication in public safety scenarios. For first responders, Samsung says MCPTX tech will help share knowledge and expertise from first responders in different locations or across different agencies. That can include things like communicating in real-time to quickly resolve a public emergency or quickly sharing information like video or maps to first responders.

Another example relates to cellular usage — MCPTX enables priority access for first responders, helpful during catastrophic events where cell usage tends to spike significantly.

Samsung also shared the idea of a connected ambulance that could allow paramedics to share critical information and connect with emergency room doctors to start treatment remotely.

Finally, Samsung suggested that MCPTX could interface with traffic control by disseminating emergency vehicle route maps to intersections, allowing for “green lights” all along the route.

Telus says its MCPTX service will be available with priority access to commercial users on Telus’ network. Moreover, the carrier is actively trialling the service with select customers and will offer wider commercial availability later in 2022.

Bell, Rogers, Telus, and Shaw remove Russian network RT from channel lineups

Russian state-funded channel RT is no longer available to Bell, Rogers, Telus, and Shaw customers.

The move came after Minister of Heritage Pablo Rodriguez said the government is considering options to get the network off the air.

According to the Globe and Mail, the channel was no longer available to Bell customers as of Sunday. Rogers and Telus told the publication the removal of the channel will take effect Monday on their networks.

Shaw confirmed the same through a tweet on Sunday night, stating channel subscribers will receive a credit to use on their next bill.

The changes come days after Russia’s illegal invasion of Ukraine, causing thousands of residents to desperately flee.

The move is crucial Ihor Michalchyshyn said. The chief executive of the Ukrainian Canadian Congress told the Globe and Mail Russia is using the network to legitimize the invasion of Ukraine.

Telus argues Vidéotron subsidiary Fibrenoire was only created to access 5G license

In the latest on a case that has been brewing since last summer, Telus told the court Fibrenoire, a subsidiary of Vidéotron, was only created to qualify for 5G licenses.

Appearing in federal court on February 22nd, a representative from Telus argued Fibrenoire wasn’t providing any telecommunications services when it was given access to a 3.5GHz spectrum license in the summer of 2021.

The license will allow Fibrenoire to install infrastructure in Manitoba, Alberta, and British Columbia, according to reporting from Cartt.

Telus representatives said Innovation, Science, and Economic Development Canada (ISED) requires a list of documentation to prove the validity of the service. In this case, the company would have to provide proof of active customers, subscriber count, and details on its retail distribution network.

Telus argues ISED mistakenly granted Fibrenoire a license. Lawyers representing ISED said there could be confusion on requirements. Companies also didn’t need to hit a minimum level of service to qualify for a license at the time.

Vidéotron lawyer Patrick Ouellet argued Telus is trying to keep competition at bay, given the tech giant’s presence in Western Canada, and it had no actual argument.
