No clear winner: Rogers, Bell, and Telus offer levelled 5G experiences, says report

When 4G rolled out worldwide, Canada was a leader in implementing the network. The story doesn’t go the same way when rolling out 5G.

According to mobile analytics company Opensignal, the limited spectrum availability in the 3.5GHz band might explain why Canada’s shift from 4G to 5G network is slower than other countries uptaking 5G.

This isn’t to say Canada’s leading telecom companies haven’t launched 5G networks in select parts of the country or haven’t continued to grow these networks. 5G does exist in Canada, but its access is limited.

Examining the experience for those who have access to 5G, Opensignal has come out with an annual report examining 5G experiences offered by Rogers, Bell and Telus.

According to the report, Rogers offers Canada the best 5G availability. However, there wasn’t a significant change compared to the last report, where Rogers held the same position. Bell and Telus did see their scores improve as more people spent time connected to their networks.

Rogers tied with Bell when it came to 5G reach, having access to the network in locations that matter to users, like their home or workplace.

Bell and Telus tied for the best 5G video experience, offering a consistent experience across streaming platforms, “fast loading times and almost non-existent stalling.” This stood true for Alberta, British Columbia and Ontario. While they were highly rated in Quebec as well, they did not match up to Vidéotron.

Telus and Rogers offered the best 5G voice app experience.

Opensignal ranks Rogers as offering the best gaming experience. The company scored 81.8 points out of 100, Telus scored 80 and Bell 70. While good news for Rogers, users across all three networks reported declined experiences compared to the last report.

When it comes to downloading speeds, Bell and Telus offered the best services, with scores tied above 150Mbps. Both companies provide speeds between 68 and 72 percent faster than Rogers.

Rogers had the fastest upload speeds of 20.8Mbps. This is about 16 percent faster than Bell and 8.5 percent faster than Telus.

Mobile network experience

While all three companies are dominantly portrayed in 5G experiences, the same doesn’t hold for mobile experiences.

Opensignal ranks Telus as the “dominant operator” for that category.

Telus offers the best video, games, voice app, and upload speed experiences. It ties in offering the best download speed and 4G coverage experiences with Bell.

Opensignal reports Bell significantly improved its download speed experience compared to the last report. Bell users reported a boost of 13.3 percent. In comparison, Telus users saw their speed increase by 9.4 percent.

Rogers and Bell tie for second in the category of multiplayer mobile gaming experiences.

“This highlights that while download speeds are important, they cannot be used to infer a user’s quality of experience when using over-the-top (OTT) voice services, and while streaming videos or playing multiplayer mobile games connected to mobile networks,” the analysis notes.

The only category Telus doesn’t lead in is 4G availability. While scores have increased across all three providers, Rogers and Bell lead in this category. It is important to note that all three carriers allow for reasonable access, and users are connected to 4G services or better at least 93 percent of the time.

Telus adds speed caps of 250Mbps and 1Gbps to its mobile plans

Vancouver-based national telecom Telus has added speed caps to its “unlimited” data plans.

According to the details listed on Telus’ website, the carrier’s three primary plans cap speeds at 250 megabits per second (Mbps) or 1 gigabit per second (Gbps). These speed caps differ from the reduced speed Telus applies to customers who go over their data limits.

The carriers plans, at the time of writing, remained unchanged:

  • ‘Unlimited 20 5G’ – $80/mo 20GB (250Mbps speed cap)
  • ‘Unlimited 40 5G+’ – $90/mo 40GB (1Gbps speed cap)
  • Unlimited 50 5G+’ – $100/mo 50GB and Canada-U.S. talk and text (1Gbps speed cap)

These speed caps apply to customers’ data buckets — once you go over that allotment, Telus will still throttle speeds to a maximum of up to 512Kbps as before.

Considering Canada’s ‘Big Three’ carriers tend to copy each other, Telus’ addition of speed caps is rather concerning. That said, it’s worth noting that as of publication, Rogers and Bell still only applied the 512Kbps speed cap to data beyond the plan’s bucket. Moreover, it’s frustrating to see yet another restriction applied to what are already some of the most expensive mobile plans in the world.

There are ways carriers could add speed caps that might be good. For example, a system similar to home internet where customers pay based on speed but have unlimited usage could appeal to some users. Alternatively, offering speed-capped plans with a discount may also be an option. But applying speed caps to already-limited (and incredibly expensive) data buckets isn’t acceptable.

Not to mention that 5G in Canada remains sub-par. Since I switched to 5G, I haven’t seen mobile speeds exceed about 150Mbps on my phone — on my old LTE plan, I frequently saw speeds as high as 300Mbps.

Bell and Telus offering the fastest fiber services in several provinces and cities: analysis

Bell offers Prince Edward Island residents upload speeds 12 times faster compared to the combined speeds of other broadband providers in the area, according to data collected from Speedtest Intelligence in the fourth quarter of 2021.

Speedtest is a tool by Ookla that tests fixed broadband and mobile performance data worldwide.

The recent analysis examines fiber connectivity across Canada, focusing on Bell and Telus, given they serve different parts of the country. Their speeds are compared to the average speeds of other companies that serve the area.

Bell also offered faster median download speeds compared to the market average in New Brunswick, Newfoundland, Nova Scotia, Ontario, and Québec. Telus offered faster services in Alberta and British Columbia.

Bell also led with upload speeds compared to other fixed broadband offerings in New Brunswick, Newfoundland, Nova Scotia, Ontario, PEI, and Québec. Telus led in upload speeds for Alberta and British Columbia.

Bell and Telus don’t provide service in Northwest Territories, Nunavut, Saskatchewan, and Yukon, impacting services in each province.

For example, the average download speed in Saskatchewan is 68.43Mbps, and the upload speed is 17.04Mbps. This is much slower than the speeds in New Brunswick. Serviced by Bell, the download speed is roughly 160Mbps, and upload is around 120Mbps.

“Infrastructure improvements like laying fiber are very expensive as they often require providers to dig up city streets to physically lay new lines. This often means that fiber deployments are limited to areas with high population density where providers are more likely to recoup costs.”

The analysis shows laying down fiber is worth the cost. In Halifax, for example, fiber upload speeds by Bell are 11.4 times faster than other fixed broadband options. Bell also offered faster upload speed in London, Montréal, Québec City and Toronto. Telus offered faster upload speeds in Calgary, Edmonton, and Vancouver, compared to other options.

Telus reports record fourth quarter for mobile customer growth

Telus is reporting its best fourth quarter on record regarding mobile and fixed customer growth.

The telecom giant said it added 272,000 customers to its base, an increase of 19,000 compared to the fourth quarter of 2020.

There were 193,000 mobile additions. 112,000 of these were mobile phones, and 81,000 were connected devices.

“Our industry-leading customer growth was driven by our team’s passion for delivering outstanding customer experiences, which once again contributed to strong client loyalty across our key product lines, including blended mobile phone, internet, Optik TV, security and voice churn all below one percent for the year,” Darren Entwistle, Telus’ president and CEO, said in a statement.

Telus partners with Google Cloud and NXN Digital to improve future of smart cities

Telus is working with Google Cloud and NXN Digital to create smart solutions that will help municipalities improve residents’ experiences.

Telus combines its network with data analytics and infrastructure from Google Cloud and digital service provider NXN Digital’s “smart city as a service” platform.

“Our smart digital services integration and delivery platform provide the agility districts, municipalities, and urban centers need to rapidly adopt future technologies and break down data silos through one cohesive platform that seamlessly connects all systems, [Internet of Things] technologies, and data sources together,” Ghazi Atallah, CEO of NXN Digital, said in a statement.

The collaboration will allow cities of any size to control everything from traffic signals to reduce congestion to data analytics for city planning.

The partnership enables Telus to be a single point of contact for several smart solutions and ensure full cooperation between IoT sensors, management platforms, and cloud infrastructure.

“By partnering with proven leaders, we’re excited to expand the capabilities of our technology in urban and rural communities through projects that make communities and businesses more efficient, productive and safe,” Navin Arora, president of Telus business solutions said in a statement.

Samsung unveiled its latest Galaxy S smartphones, the Galaxy S22, S22+, and S22 Ultra, at its Unpacked event on February 9th. Shortly after, Canadian carriers started revealing their pricing and pre-order details.

Telus revealed its pre-order details, including a special limited-time offer to “double the memory” of the S22 series. According to details on the carrier’s website, customers can get the 256GB S22 Ultra, S22+, or S22 for the same price as the 128GB version. Telus notes that the discount applies automatically. This offer ends on March 10th, 2022 and is only available with a two-year Telus ‘Easy Payment’ financing term.

It’s also worth noting that Koodo doesn’t offer financing plans like other carriers — instead, it uses a ‘Tab’ system that reduces the upfront cost of a device and then divides that up as a monthly Tab Charge that customers pay along with their monthly plan cost.

Telus expands its Internet for Good plan to seniors in Quebec

Telus has launched its Internet for Good plan for seniors living in the province of Quebec.

Guaranteed Income Supplement (GIS) recipients can access two different unlimited data packages. Internet 25 costs $9.95 a month and offers speeds of 25 Mbps. Internet 50 is priced at $19.95 a month and has speeds of up to 50 Mbps.

The program is available to residents in Quebec City, Eastern Quebec, and the Mauricie region.

Those eligible can submit their application on Telus’ website. Applicants must provide a copy of their T4A form from the Old Age Security program to prove their GIS status.

If applicants can’t apply online or don’t have an email address, they can submit an application through the mail.

“Our program and our network’s fast and reliable connectivity enables the most vulnerable senior citizens to continue with daily activities like learning remotely, accessing virtual health care services, and staying in touch with their family and friends,” Marie-Christine D’Amours, vice-president of home solutions and customer experience at Telus in Quebec, said in a statement.

The program was first introduced to Quebec in 2018 but was only available to low-income families and those living with disabilities. Telus estimates the expansion will impact 30,000 eligible seniors, in addition to the 45,000 families and individuals the program was already serving.

The company introduced this program to seniors in Alberta and B.C last month.

Telus sets its ‘social purpose goals’ for 2022, but doesn’t offer a clear roadmap

As one of the leading telecom giants in Canada, Telus is similar to its competitors when it comes to charitable causes.

Like its counterparts, the company takes part in initiatives reflective of current circumstances, such as donating towards the B.C flood relief efforts back in December. It also publicizes any donations or investments and promises to continue to do good for the future.

But, unfortunately, Telus also continues the trend of making promises without being clear regarding how they’ll be kept.

The company’s “social purpose goals for 2022 and beyond” news bulletin provides the latest example.

Telus talks about all the good it has done over the years. In 2021 alone, the company expanded its 5G availability and PureFibre X internet tier across many communities. It also promises to continue making expansions and other changes to help Canadians this year and beyond.

However, the carrier offers little to no detail regarding how it plans to continue many of these initiatives.

Take the company’s Internet for Good program. Telus has offered low-income families and people with disabilities access to the internet at a reduced cost. On its website, the company points at this initiative as one of many that will help connect Canadians for years to come, but doesn’t delve into additional detail.

Currently, the Internet for Good Program is only in B.C. and Alberta. A spokesperson previously told MobileSyrup the program would soon expand to Quebec.

Privacy Commissioner speaks to Ethics Committee on government using mobile data to track COVID

It’s no secret carriers track and sell information on users’ movements to various buyers.

However, what isn’t as standard is a government body being one of the buyers. Over the holiday season, it emerged the Public Health Agency of Canada was buying such de-identified data to track COVID-19 patterns.

De-identified data means it contains no information on a person’s identity, and users can’t trace information back to specific individuals.

The revelation led to outrage from some members of parliament and a recently passed motion to suspend the further collection of mobile location data until the Committee of Access to Information, Privacy and Ethics completes a study examining privacy concerns.

Minister of Health Jean-Yves Duclos, and Canada’s Chief Public Health Officer, Theresa Tam, have already appeared in front of the committee to answer questions.

The Privacy Commissioner’s comments

On February 7th, it was Daniel Therrien’s turn. The Privacy Commissioner of Canada told the committee there’s always a risk that de-identified data can be re-identified.

Therrien said his office had regular meetings with Canada’s Public Health Agency and was informed data would be used in this manner.

The Office of the Privacy Commissioner (OPC) offered to “review the technical means used to de-identify data and provide advice.” They were declined. Institutions are free to accept or reject such offerings, he said.

The government has argued the Privacy Act does not apply to this case. Therrien agrees that if “the data was properly anonymized and aggregated,” the government would be legally correct.

But Therrien suggests the committee should further examine the matter. Just because de-identified information might fall outside of the law, it doesn’t make it “good legislative policy.”

“We think removing de-identified information from the reach of privacy laws would bring very significant risks and is not good policy.”

The OPC is also conducting a separate investigation on the matter.

Therrien went on to say his office has received complaints on alleged violations of privacy, which are currently under review.

The PHAC obtained some of the data through Telus’ Data for Good program. According to its website, it uses data to solve social issues “in ways that preserve privacy and build trust.”

Therrien said questions exist if the government or their private partners informed users their data would be used to form responses on public health.

“While there is a reference to the Data for Good program somewhere in Telus’ privacy policies and while the government does make an effort to inform citizens of its use of mobility data on its COVID Trends webpage, I do not think anyone would seriously argue that most users knew how their data was being used.”

The committee should address the matter in its study, Therrien suggests, given it raises questions on government transparency. He said Canada’s consent model is limited when protecting privacy.

“A more appropriate policy would be to authorize the use of personal information for legitimate commercial interests and the public good, within a rights-based law,” and enforced by the OPC.
